Book excerpt: A distinguished group of scholars examine recent transitions to democracy and the prospects for democratic stability in Argentina, Brazil, Chile, the Dominican Republic, Peru, Portugal, Spain and Uruguay. They also assess the role of elites in the longer-established democratic regimes in Columbia, Costa Rica, Italy, Mexico and Venezuela. The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation.

Available in PDF, EPUB and Kindle. Book excerpt: Available here for the first time in English, Rómulo Betancourt has been a Spanish-language classic in Venezuela since its publication in 2013. This book is an extended essay on a transformational figure in the country’s history from an internationally-renowned public intellectual, Germán Carrera Damas. In this work, Carrera Damas captures a significant transition for the nation that began in the 1940s when Rómulo Betancourt and his colleagues overthrew the ruling military dictatorship and established a modern democratic regime. However, the system Betancourt created eventually deteriorated after his presidency. Carrera Damas not only delves into the evolving political thought of a leader who remained dedicated to his cause throughout a varied career, but also offers insights on what it takes to create and sustain a democratic republic under difficult circumstances. As the country’s current economic and political crisis intensifies, this book will help English speakers understand the cultural context of Venezuela’s contemporary moment as well as set a historical precedent for the next stages in the development of its position in the world. Available in PDF, EPUB and Kindle. Book excerpt: This book, first published in 2005, explores the location and dynamics of power within the state, focusing on a recent wave of decentralizing reforms that have swept across both developed and developing countries in recent years. Variation in the timing of reform across countries only vaguely relates to the genesis of an international consensus pushed by big lenders and development banks or the reemergence of democracy in decentralizing countries. The book develops a theory linking decentralization's adoption to the electoral concerns of political parties: decentralization represents a desirable strategy for parties whose support at subnational levels appears more secure than their prospects in national elections. It examines this argument against experiences in Bolivia, Colombia, Ecuador, Peru and Venezuela and speculates on how recent political changes may affect decentralization's shape and extent in coming years.

Book excerpt: What makes for an ongoing, successful democracy in Latin America? The essays in this collection emphasize the inherent dynamicism needed to sustain democratic governance. Organized around analyses of political institutions, political parties, public administration and corruption, public opinion, and continuity and change in Venezuelan politics, the essays advance the proposition that Venezuelan democracy survived recent threats because of its capacity to reform institutions and absorb new actors. The chapter authors include prominent scholars from both the United States and Venezuela, and each grapples with two related questions: What types of reforms are necessary to sustain the process of democratization? And, are actors in the Venezuelan system capable of adopting these changes? A stimulating collection for scholars and researchers dealing with Latin American politics and for those examining democratization in the developing world.
