Chaque définition du problème détermine à la fois les acteurs concernés et la ligne d'action choisie pour sa résolution. Aussi, l'analyse du "processus définitionnel" constitue-t-elle un moyen utile pour étudier le changement dans les politiques publiques : chaque redéfinition du problème devrait avoir un impact sur les rapports de forces entre acteurs ainsi que sur le contenu de la politique. En partant du postulat que la définition des problèmes publics suit un cheminement différent de celui des problèmes sociaux, ce travail crée un cadre d'analyse pour étudier le changement de la politique antipollution en suivant la définition et redéfinition du problème de la pollution atmosphérique. L'évolution de la lutte contre la pollution de l'air en France et en Grèce, depuis le XIXe siècle, permet de constater que les étapes antérieures de la politique influent sur le processus du changement en atténuant son importance : à l'occasion d'une nouvelle définition du problème, les acteurs sociaux concernés se mobilisent, soit pour limiter les coûts qu'ils doivent assumer soit pour aumenter leurs avantages ; les administrations impliquées dans la gestion du problème se mobilisent également pour préserver leur domaine de compétences. Dès lors, si le changement de définition marque une rupture par rapport au passé, car le problème est discuté en des termes nouveaux, la modification du contenu de la politique et du cadre de gestion préétabli est beaucoup moins radicale ; ce qui est qualifié de "changement à deux vitesses".
