Elles sont donc sujettes à une double occupation sans titre, concernant tant les terrains privés que ceux de l’Etat. Suite aux nombreux problèmes engendrés par ces occupations illégales sur le domaine public et notamment dans la zone des cinquante pas géométriques (assez souvent insalubres et situées dans des zones soumises aux risques naturels), l’État a mis en place une série de mesures visant à stopper le développement de celles-ci et à protéger les espaces naturels. Ces mesures ont également permis aux occupants de cette zone de régulariser leur occupation en leur offrant la possibilité à d’acquérir la propriété sous certaines conditions. Afin de pallier les problèmes récurrents d’occupation des propriétés privées et de faire face aux problèmes de successions non réglées, aux erreurs du cadastre et à l’absence de titre, Géomètres Experts et notaires se sont réunis. Des méthodes de travail et des solutions ont alors étés établies offrant une meilleur sécurité juridique.
