Ce sont toujours les mêmes thèmes qui sous-tendent ce dernier depuis trente ans. 1981 qui devait être l'année de tous les changements dans ce domaine a été l'année du virage manqué. Pourtant, tous les rapports sur la coopération depuis trente ans ont dénoncé les erreurs et proposé de nouvelles orientations, mais en vain. La coopération en chiffres dément les envolées du discours. L'évolution de la situation internationale et la récession économique ont mis en lumière l'inefficacité de l'aide. Cette mise en cause qui place aussi bien les Africains que la France face à l'avenir, va les obliger à tourner une page de l'Histoire. Les relations France-Afrique ne sont pas des relations à sens unique. Si la France est en Afrique, l'Afrique est en France. Par ses apports aussi bien humains que culturels, l'Afrique participe à la culture nationale française.
