Ils semblent réservés aux pays riches et tempérés : riches, car les infrastructures nécessaires à la pratique des sports d'hiver sont coûteuses, et tempérés, car nombreuses sont les disciplines qui se pratiquent sur neige. Ainsi, les sports d'hiver ne sont pas universels. La nature du substrat particulier où ils se pratiquent (neige et glace) limite considérablement les lieux d'activité. Par rapport à cette situation, l'évolution de l'investissement des acteurs dans le processus de diffusion des sports d'hiver peut se décomposer en trois variables : culturelle, politique et économique. Les Jeux Olympiques d'hiver s'inscrivent dans cette logique. Ils sont ainsi révélateurs de l'état des sociétés et des rapports de force entre les différents acteurs qui les structurent. L'organisation, la participation, la performance dans les sports d'hiver répondent à certains enjeux qui évoluent constamment en fonction des paramètres extérieurs. Comment dès lors se sont implantées les différentes pratiques en fonction de la spécificité géographique de chaque espace ? Quels acteurs ont favorisé ce développement et pour quelles raisons ? La performance dans les sports d'hiver est avant tout conditionnée par les moyens mis en œuvres. La tradition, la pratique de masse ou mêmes les conditions climatiques et géographiques ne sont pas indispensables pour arriver au succès. Néanmoins, ces paramètres restent un facteur déterminant dans la réussite des compétitions. Les médias, et en particulier la télévision, jouent un rôle de plus en plus important dans l'expansion du phénomène sportif. Ce nouveau pouvoir s'exprime en filigrane au travers de l'évolution des pratiques, en particulier pour les plus petites fédérations qui doivent s'adapter aux nouvelles contraintes qui leurs sont parfois imposées (des formats d'épreuves plus télégéniques par exemple). Les Jeux Olympiques d'hiver sont également tributaires de ce phénomène et leur évolution récente dénote déjà très clairement de ce type de variable (c'est notamment l'un des critères requis pour l'intégration d'un nouveau sport dans le programme des Jeux). Ce dernier point est sans nul doute l'élément le plus significatif des compétitions et du spectacle sportif. Il influence l'ensemble du système des sports d'hiver. La présence d'un sport aux Jeux Olympiques d'hiver conditionne très souvent son développement et sa diffusion internationale. Dès lors, il intéresse de nombreuses institutions sportives qui souhaitent rentrer dans le programme ou étoffer leur participation, et au-delà, les acteurs politiques et économiques. L'objectif final de ce travail est de comprendre et d'analyser les mécanismes de diffusion des sports d'hiver dans le monde, et ainsi de percevoir la dynamique de ce système et la structuration actuelle

This is why, in 2010, Sport and Citizenship decided to gather a panel of European experts on the media coverage of women's sport.
