Available in PDF, EPUB and Kindle.

Book excerpt: At a time when the future of the welfare state is the object of heated debate in many European countries, this edited collection explores the relationship between this institution and social rights. Structured around the themes of the politics of social rights, questions of equality and social exclusion/inclusion, and the increasing impact of market imperatives on social policy, the book explores the effect of transformations in the welfare state upon social rights and their underlying rationalities and logics. Written by a group of international scholars, many of the essays discuss a number of urgent and topical issues within social policy, including: the social rights of asylum seekers; the increasing marketization and consumerization of public welfare services; the care of the elderly; and the obligation to work as a condition of access to welfare benefits. International in its scope, and interdisciplinary in its approach, this collection of essays will appeal to scholars and students working in the fields of law and socio-legal studies, sociology, social policy, and politics. It will also be of interest to policy makers and all those engaged in the debate over the future of the welfare state and social rights.

Available in PDF, EPUB and Kindle. Book excerpt: How has French society been made, by whom and why? And how in turn has it influenced the French? This book sets out the institutionalized rules and norms that continue to structure France, together with the ‘political work’ that has recently changed or reproduced these power relations. Exploring a range of age groups and types of social activity, including work, business, entertainment, political mobilizations and retirement, Made in France examines where significant change has occurred over the last four decades. Smith argues that while transformation has occurred in France's financial and education sectors, only relatively marginal shifts have occurred elsewhere in French society. To explain this pattern of continuity and isolated change, the book strongly nuances claims that neo-liberalism, globalization or a rise in populism have been its causes. References to these trends have impacted upon French politics to varying extents, Smith argues; however, France continues to be dominated by issues which are specific to the country and linked to its deep societal structures and history. Smith provides a comprehensive account of French society and politics and in doing so proposes an insightful analytical framework applicable to the comparative analysis of other nations.

Available in PDF, EPUB and Kindle. Book excerpt: Although a sophisticated body of international social security law is active and growing, a number of States still appear unable to honour it. This thorough, well-researched survey and analysis of existing international social security law – its sources, its content, its historical development – is thus especially valuable for its informed consideration of the barriers to the law’s full effectiveness. Part of the renowned multi-volume Encyclopaedia of Laws, the book focuses on the analysis of the International Labour Organization (ILO) Conventions and Recommendations on Social Security. It examines the most recent public debates on social protection (dealing with health insurance, unemployment benefits, pension age, minimum income, social security benefits in case of expatriation, parental leave, and much more), includes an updated bibliography, and opens some perspectives for the future work of the global institutions. It integrates the latest instruments, in particular ILO Recommendation No. 202 concerning national floors of social protection. Even in the absence of ratification and therefore of legal force, international social security standards are invaluable benchmarks in comparative law. Indeed, ILO standards are both useful instruments of analysis and excellent yardsticks for identifying common denominators among national systems. For these reasons this book will be welcomed by legislators, government officials, employers’ organizations, trade unions, and the judiciary, as well as by human resources managers and academics.

This Yearbook explores the concept of 'social risk' from a historical, theoretical, and socioeconomic perspective. it illustrates social risk as a concept with a study of three important new developments: care requirements for dependent (elderly) people, social protection needs due to changes in family structures, and special protection measures necessitated by changes in the labour market. This book will interest and inform researchers as well as policymakers and managers concerned about the future development of the social protection systems in Europe and other highly industrialized countries.

Book excerpt: This book explores convergences of legal doctrine despite jurisdictional, cultural and political barriers, as well as divergences due to such barriers, examining topics that are of vital importance to contemporary legal scholars. Written by leading experts from all continents, its 26 chapters present a comparative analysis of cutting-edge legal issues of the 21st century. While each of the countries covered stands alone as a sovereign state, in a technologically advanced world their disparate systems nonetheless show comparable strategies in dealing with complex legal issues. Several of the chapters show how, in addition to state normative production and state adjudication, a growing panoply of non-state instruments and non-state adjudication are becoming more and more central to the legal field. This book is a key addition to the library of any scholar wanting to keep abreast of the major trends in contemporary law. Representing the current state of law in a vast range of areas, it covers each topic from a comparative perspective.

The importance of the human, economic and social issues caused by the question of generations’ solidarities led the International Society of Family Law to choose this theme for its XVIth World Congress (Lyon, July 19-23rd 2011). More than 200 speakers from 50 countries studied these questions from the legal angle, but also philosophic, economic and anthropological. This work collects a part of these papers about two great issues: the child, as the center of family solidarities; and the support for elders by family. Phenomena such as increasing life expectancy, population urbanization, labor-market entry barriers, decline of traditional family patterns, mark in depth our contemporary world and involve old solidarity disappearance and new solidarity emergence, reshaping relations between generations while bringing up the problem of the fate of the most vulnerable: children, the sick, disabled, and especially elderly people. – What then is the role of families and communities in protecting these people? – What is the relationship between public and private solidarity? – What are the rights and freedoms of people placed by age, illness or disability in a dependence situation? These are the issues addressed by the authors of this book.

Book excerpt: In the early stages of planning the Third International Conference in System Science in Health Care, the steering committee members, most of whom had participated in the first conference in Paris (1976) and the second in Montreal (1980), made some basic decisions about organization of subject matter. The earlier meetings had been very successful in bringing together specialists from the health professions and the traditional sciences. In addition to physicians and nurses, these were representatives of the disciplines of the behavioral sciences, system theory, economics, engineering, and the emergency fields of management science and informatics -all concerned with the development of health resources in a broad system context. The reported research and experience of the many disciplines represented had dealt with one or more of three concerns: 1) a major health problem, such as cardiovascular disease, or an important popUlation at risk, such as the elderly or children or workers; 2) some generic aspect of organization and decision making, including trial and evaluation ofinnovative health strategies; and 3) the methodology of research and analysis in system of health service. The challenge to the conference organizers lay in the eliciting and arranging of experiences in such a way that the health services could be seen as purposeful, living, evolving systems.

Book excerpt: Rapid and intensive changes in the information landscape cause changes in social relationships and, consequently, in relations between generations. Within their social role libraries should work actively to reduce age segregation and isolation, and build cohesive society through intergenerational services and programmes. The authors speak about the intergenerational dialogue in libraries - theories, research and practice - and about reading as a link between generations, thus offering to libraries strategies for establishing social cohesion.

Book excerpt: The Routledge Handbook of Social Care Work Around the World provides both a comprehensive and authoritative state-of-the-art review of the current research in this subject. It is the first handbook to cover social care work research from around the world, including both low- and middle-income countries as well as high income countries. Each of the 22 chapters are written by experts on long-term care services, particularly for older people and cover key issues and debates, based on research evidence, on social care work in a specific country. They look at perspectives of social care work from the macro level: the structural conditions for long-term care, including demographic challenges and the long-term care policy, the meso level: the level of provider organizations and intermediaries, and the micro level: views of care workers, care users, and unpaid informal carers. Furthermore, they discuss a number of topics central to discussions of care work including marketization, personalization policies, policy implementation under austerity, the provision of social care work whether through public services, or private arrangements, or mixed types, funding, the feminization of social care and the new role that technology, and robots can play in care work. By drawing together leading scholars from around the world, this book provides an up to the minute snapshot of current scholarship as well as signposting several fruitful avenues for future research. This book is both an invaluable resource for scholars and an indispensable teaching tool for use in the classroom and will be of interest to students, academics, social workers, social policy-makers and human service professionals.

Book excerpt: Over the last two decades, many changes have happened to the social welfare policies of various industrial countries. Citizens have seen their pensions, unemployment benefits, and general healthcare policies shrink as “belt tightening” measures are enforced. But in contrast, long-term care has seen a general growth in public financing, an expansion of beneficiaries, and, more generally, an attempt to define larger social responsibilities and related social rights. The aim of this book is to describe and interpret the changes introduced in long-term care policies in Western Europe. The volume argues that recent reforms have brought about an increasing convergence in LTC policies. Most of the new programs have developed a new general approach to long-term care, based on a better integration of social care and health care. The book explores increasing public support given to family care work (in the past, the family would take care of the elderly or infirm) and increasing growth and recognition of a extended social care market (by which care has shifted from a moral obligation based on family reciprocity to a paid, professional activity). A new social care arrangement has therefore been developing in Western countries, based on a new mix of family obligations, market provision, and public support. In order to understand such changes, this analysis will take into account the social and economical impact of these reforms.
