Book excerpt: Juvenile Delinquency in Europe and Beyond: Results of the Second International Self-Report Delinquency Study presents the status of juvenile crime and delinquency and its backgrounds in many of the European Union member states as well as in the United States, Canada, Venezuela and Surinam. The book includes information on key issues in juvenile delinquency such as victimization of young people, alcohol and drug use and its relation to juvenile crime, involvement in youth gangs, immigration, family and school and neighborhood situations. It provides insight into different views on what can be considered juvenile crime; what acts are subsumed in its definition and when we can speak about structural delinquent behavior. These insights are based on self-reported information systematically and simultaneously collected from about 70,000 12-15 year old youths in 28 countries. Until recently, the self-report methodology has not been applied on such a large scale in an international context. The results of this survey provide new and unexpected data about those young people who structurally commit criminal acts, as well as on the frequency of the behavior and the conditions that have an impact on offending. The wealth of descriptions and insights in delinquency of all these countries will be of great interest to scholars, students and practitioners because of the special character of the publication; it is a book of reference to everyone interested in the backgrounds of juvenile delinquency.

Book excerpt: The late nineteenth century witnessed unprecedented levels of urban growth as migration swelled the population of European cities to new heights. The resulting problems of overcrowding and inadequate civic utilities prompted the governing elites to look for new planning solutions to address the needs of an increasingly urbanised society. At the same time young people were also increasingly recognised as being adversely affected, both politically and morally, by the on-going process of urbanization. Church groups, civic authorities, middle-class reformers and political movements all tried to steer youth toward their own concept of respectable behaviour, concepts that often tended to share many similarities in their paternalistic emphasis upon social discipline. This volume directly addresses the confluence of these issues, the point at which the city government, youth and public space meet and the resulting problems and tensions that were often created. Whether it be the corruption of the rural youth flooding into the cities at the beginning of the twentieth century, battles between Hitler Youth and working-class gangs in Nazi Germany, hooliganism in 1950s Hungary or the appropriation of, or withdrawal from, public spaces by youths in more recent times, all the chapters in this book explore ways in which authorities and adult groups have sought to control young people, both directly and indirectly. Drawing on a broad selection of methods and disciplines, a wide variety of case studies from across Europe are used to investigate the interactions between youth and authority, and show how these adapted and changed over time and in different countries. By taking a fresh look at these issues within a comparative framework, this volume furthers our understanding of modern European society during the twentieth century.

The title of the course was: Changes in Society, Crime and Criminal Justice in Europe. A challenge for criminological education and research'. This course explored two themes, both of which are likely to be the focus of debate in criminal policy in the near future: crime and insecurity in the city, and international organised and corporate crime. The presentation and discussion of both themes followed two main approaches. Lectures and seminars focused on the analysis of the nature, the quantity and the development of the phenomena, and meetings were focused on the policy needed to gain control of these phenomena. Moreover, attention was paid to technical and ethical problems which show up at the moment that empirical research is carried out. This publication brings together the main part of the introductory lectures. Part one relates to the theme of crime and insecurity in the city; the second part contains the lectures on international organised and corporate crime. Together both parts present a good picture of what was explained and commented on during the Course, especially in relation to important European developments concerning crime, criminal justice and criminal policy.
