Les réformes législatives inscrivant la décentralisation dans le paysage institutionnel de la quasi-totalité des pays africains sont maintenant acquises. Considérée comme un levier majeur de relance du développement et de la lutte contre la pauvreté, elle doit maintenant être évaluée dans sa capacité à gérer le développement local et les services aux populations. Si un long chemin a été parcouru sur nombre d'aspects, des progrès sont encore attendus pour une effectivité de la décentralisation. Pour mieux comprendre les dynamiques en cours, il fallait un outil qui permette de renseigner et d'évaluer les processus de décentralisation, au regard des objectifs initiaux. L'État de la décentralisation ( 2007 ) s'inscrit dans cette perspective. A partir d'une étude menée dans une trentaine de pays africains, il dégage les acquis et évalue la décentralisation au niveau continental, à celui des trois ensembles sous-régionaux ainsi qu'à celui des différents pays africains eux-mêmes. L'ouvrage se développe en deux parties. La première dresse un tableau général de la décentralisation au niveau continental et esquisse une notation de l'évolution du processus de décentralisation dans les différents pays étudiés. La seconde établit les profils de la décentralisation dans les espaces sous régionaux : Afrique de l'Ouest et du Centre, Afrique de l'Est et australe, Afrique du Nord. Ce volume est complété par un CD-Rom qui présente des fiches de situation de la décentralisation dans les 32 pays étudiés, ainsi qu'un répertoire des textes législatifs et réglementaires et un annuaire des acteurs de la décentralisation. L'étude a été réalisée et validée dans le cadre de l'Observatoire de la décentralisation, avec la collaboration des responsables nationaux et régionaux africains chargés de la mise en œuvre et de l'appui aux politiques de décentralisation.
