Las notas fueron hechas con letra menuda y apretada en un cuaderno con cubierta azul, titulado El marxismo sobre el Estado. En el cuaderno fueron recopiladas citas de las obras de Marx y Engels, así como fragmentos de libros y artículos de C. Kautsky, A. Panneckoek y E. Bernstein, con notas críticas, deducciones y generalizaciones de Lenin. Lenin utilizó estos materiales, aunque no del todo, ni mucho menos, para escribir su obra genial El Estado y la Revolución. Según el plan, el libro debía constar de siete capítulos. Sin embargo, el último capítulo, La experiencia de las revoluciones rusas de 1905 y 1917, no fue escrito, conservándose sólo sus planes detallados y el plan de la Conclusión. El libro apareció en 1918. La segunda edición del libro El Estado y la Revolución fue publicada en 1919. El autor introdujo al segundo capítulo el nuevo párrafo Cómo planteaba Marx la cuestión en 1852. El libro de Lenin El Estado y la Revolución fue difundido ampliamente en la URSS y en el extranjero.
