In Benin, governmental development policies and programmes in crop farming are changing power relations between herders and farmers to favour the latter. How are the Fulani pastoralists responding to these threats to their existence? Georges Djohy explores the dynamics in local use of natural resources and in inter-ethnic relations resulting from development interventions. He combines the approaches of science and technology studies – looking at the co-construction of society and technology – and political ecology – looking at the power relations shaping the dynamics of economic, environmental and social change – so as to throw light on the forces of marginalisation, adaptation and innovation at work in northern Benin. Having worked there for many years, Djohy has been able to uncover gradual processes of socio-technological change that are happening “behind the scenes” of agricultural development involving mechanisation, herbicide use, tree planting, land registration and natural resource conservation. He reveals how farmers are using these interventions as “weapons” in order to gain more rights over larger areas of land, in other words, to support indigenous land grabbing from herders who had been using the land since decades for grazing. He documents how the Fulani are innovating to ensure their survival, e.g. by using new technologies for transport and communication, developing new strategies of livestock feeding and herd movement, and developing complementary sources of household income. The Fulani are organising themselves from local to national level to provide technological and socio-cultural services, manage conflicts and gain a stronger political voice, e.g. to be able to achieve demarcation of corridors for moving livestock through cultivated areas. They even use non-functioning mini-dairies – another example of development intervention – to demonstrate their modernity and to open up other opportunities to transform their pastoral systems. This book provides insights into normally hidden technical and social dynamics that are unexpected outcomes of development interventions.

This diversity is associated with glaring disparities, so in examining policy trends and the reconstruction of training systems particular attention is focused on innovations in an effort to identify promising initiatives likely to contribute to the establishment of consistent TVE systems, closely linked with the world of work and involving labor market stakeholders. Some common emerging trends in TVE include the following: (1) a shift in the policy focus from inputs to outputs; (2) the use of new financing and certification mechanisms; (3) the involvement of social partners in governance; greater autonomy for institutions; (4) the promotion of private providers and company-based training; and (5) an increasing interest in the informal sector and skills development for poverty reduction. Issues addressed include these: (1) an overview of TVE systems in 10 SSA countries; (2) reviewing various models currently in place; (3) documenting relationships between African TVE systems and policies and donor intervention and traditions in TVE; (4) identifying reasons why certain reforms are facing implementation difficulties; analyzing specific innovations; (5) drawing lessons on the implementation of the reform agenda and its impact on TVE systems; and (6) discussing possible directions for future donor support. Book excerpt: The structural problems present in vocational education in France and reform efforts under way to solve them were studied. Eighteen experts from government, science, and industry were interviewed, and statistics and other relevant publications were analyzed. The development of the French initial training system was outlined, and trends in demography, education, and employment as a platform for vocational training reform in France in the 1980s were examined. The educational policy debate on reform of the vocational education system and related state measures to improve the levels of general and vocational education, reduce the number of school dropouts, and increase the number of vocational baccalaureate holders were outlined along with efforts to restructure vocational education certificates and transitions within the education system. Efforts to strengthen the links between the vocational secondary schools and industry, upgrade industrial apprentice training, help integrate youth into working life, and develop new forms of state intervention within the vocational training system were examined. The analysis indicated that, despite their apparent convergence in recent years, the differences between the French and German vocational education systems are too great to permit successful assimilation of the German model in France in the foreseeable future.
