Se analizan tres grandes temas: el papel desempeñado por la agricultura española como fuente de capitales para la industria, el papel que desempeña actualmente el sistema crediticio en este trasvase de recursos agrarios hacia otros sectores y la función del sector agrario como exportador de fuerza de trabajo. La ausencia casi total de estudios sobre estos temas no es ajena al hecho de que la izquierda -más preocupada siempre que la derecha por el estudio de problemas estructurales- tratara de «demostrar» que la agricultura española, tal y como estaba configurada, lejos de contribuir al desarrollo industrial del país, sólo podía frenarlo. De ahí que se insistiera en el papel limitado que podía ejercer esta agricultura como mercado para la industria y se ignorara su enorme potencial como fuente de capitales, presentando como colofón la necesidad de una reforma agraria -burguesa o no- como condición «sine qua non» para lograr el desarrollo industrial -capitalista o no. Pero los hechos, tan tozudos como siempre, siguieron su mar- cha y echaron por tierra estas hipótesis que se ofrecían como dogmas. Hoy nadie puede negar que el desarrollo industrial se ha producido en España sin que la reforma agraria haya tenido lugar. A la revisión de estos planteamientos espera contribuir este trabajo, avanzando otras interpretaciones que, a nuestro juicio, resultan más fructíferas. En el epílogo a esta nueva edición se observa como algunas de las tendencias aportadas en la década de los sesenta se han visto reforzadas con posterioridad, eliminando de modo inequívoco la antigua capacidad de financiación del sector agrario, haciéndolo acreedor de ayudas antes inexistentes y modificando los rasgos esenciales de su funcionamiento.

During the house-price boom of the 2000s, Spain built homes on an unprecedented scale, with output levels that overshadowed those of every major European economy. Nevertheless, when the fortunes of real estate markets turned, a wave of repossessions ensued, and a massive number of households were thrown out into the street as a sizeable portion of the housing stock was lying vacant. In turn, the implosion of Spanish residential capitalism triggered an intense wave of unrest that has come to shape a decade of political turmoil. This book uses the Spanish case to bring to light, and theorise, the workings of residential capitalism. The author traces the evolution of residential provision from the nineteenth century to the present, situating the transformation of the housing market in a context of ongoing social change and conflict. The book shows how the present needs to be understood by looking at the historical process through which residential provision became subsumed under the logic of capitalist accumulation but also at a long genealogy of struggles around urbanisation and housing, the outcomes of which remain crystallised in Spain’s urban institutions. The author reveals how both residential capitalist development and urban social conflict have constituted each another, casting light on the historical relationship between housing crises, urban unrest, and the evolution of real estate markets. The book develops a historicist framework to understand residential capitalism, an important contribution for an age in which real estate markets have come to determine the rhythms of global capital. In this book, Lino Camprubí argues that science and technology were at the very center of the building of Franco's Spain. Previous histories of early Francoist science and technology have described scientists and engineers as working “under” Francoism, subject to censorship and bound by politically mandated research agendas. Camprubí offers a different perspective, considering instead scientists' and engineers' active roles in producing those political mandates. Many scientists and engineers had been exiled, imprisoned, or executed by the regime. Camprubí argues that those who remained made concrete the mission of “redemption” that Franco had invented for himself. This gave them the opportunity to become key actors—and mid-level decision makers—within the regime. Camprubí describes a series of projects across Spain undertaken by the civil engineers and agricultural scientists who placed themselves at the center of their country's forced modernization. These include a coal silo, built in 1953, viewed as an embodiment of Spain's industrialized landscape; links between laboratories, architects, and the national Catholic church (and between technology and authoritarian control); vertically organized rice production and research on genetics; river management and the contested meanings of self-sufficiency; and the circulation of construction standards by mobile laboratories as an engine for European integration. The focus is on the wheat, olive and wine sectors and special attention is given to small-scale farmers. Agrarian policy for wheat and olive oil included pricefixing, production quotas and rationing of consumption. Producers and consumers circumvented intervention by creating a black market. When earnings from the black market are included, value of output per unit of land remained close to pre-war levels. It is then concluded that the decrease in wheat output was caused by lack of draught animals and fertilisers rather than state intervention. Intervention in the wheat sector was therefore desirable from a social viewpoint but the system could have been improved significantly. Average olive oil output only fell below the pre-war level immediately after the war. Consequently, state intervention was unnecessary after 1942-43 and could have been abolished long before it was finally done in 1952. In the wine sector, policy aimed at increasing farm prices rather than decreasing consumer prices. Table wine consumption declined after the war but this was counteracted by higher demand for high-alcohol white wine for the production of brandy and industrial alcohol. Consequently, the analysis shows that similar kinds of intervention led to quite different result in terms of production, as demonstrated in the cases of wheat and olives. On the other hand, different types of intervention led to similar results in production for olives and vines.

Book excerpt: This book brings together recent research by a group of specialists in history and sociology to provide a new reading of the late Franco dictatorship, especially in relation to its political culture. The authors focus on the election of local, trade union and national representatives, the work of the first Spanish sociologists, the struggle over administrative reform, the role of the media and the intellectuals, as well as the evolution of the dictatorships political class and its response to the regimes decline. Not only are the politics of the late dictatorship scrutinised, but also the mechanisms that were deployed to control the fast-changing society of the 1960s and 1970s. In examining the late Franco period, the contributors do not believe that it contained the seeds of Spains later democratisation, but maintain that certain sectorial regime initiatives -- electoral and political changes, an evolving discourse and an interest in political processes outside Spain -- made many Spaniards aware of the dictatorships contradictions and limitations, thereby encouraging its subsequent political and social evolution. This transformation is compared with the latter stages of the parallel dictatorship in Portugal. The great majority of Spaniards felt that the embrace of democratic freedoms and integration into the European Community was the only way forward during the Transition. But the shift from dictatorship to democracy from the 1960s onwards in Spain needs to be understood in relation to the multitude of political and social changes that took place -- despite the opposition of Franco and the bunker mentality of the regime. These changes manifested in a complex interaction between internal and external factors, which eventually resulted in the transformation of Spanish society itself.
