It documents the structural role that the lack of secure property rights of the ejidos, the surrounding peasant communities, played in determining such an outcome within the context of the national economic policy of import-substitution industrialization which favored Mexico City's growth. An original policy proposal, whose significance is broader than the specific case of Mexico City, presents an alternative based on privatization of the ejidos in the urban periphery and the establishment of land development trusteeships for low-income settlements within the framework of an urban land reserve planning system.

A key inquiry of this book is what is ‘the financial’ in which the poor are asked to join. Instead of embracing the mainstream position that financial inclusion is a natural, inevitable and mutually beneficial arrangement, Debtfare States and the Poverty Industry suggests that the structural violence inherent to neoliberalism and credit-led accumulation have created and normalized a reality in which the working poor can no longer afford to live without expensive credit. The book further transcends economic treatments of credit and debt by revealing how the poverty industry is extricably linked to the social power of money, the paradoxes in credit-led accumulation, and ‘debtfarism’. The latter refers to rhetorical and regulatory forms of governance that mediate and facilitate the expansion of the poverty industry and the reliance of the poor on credit to augment/replace their wages. Through a historically grounded analysis, the author examines various dimensions of the poverty industry ranging from the credit card, payday loan, and student loan industries in the United States to micro-lending and low-income housing finance industries in Mexico. Concentrating on episodes and phenomena that occurred between 1915 and 1950, the contributors deftly render experiences ranging from those of a transgendered Zapatista soldier to upright damas católicas and Mexico City’s chicas modernas pilloried by the press and male students. Women refashioned their lives by seeking relief from bad marriages through divorce courts and preparing for new employment opportunities through vocational education. Although forced to compromise in the face of fierce opposition, these women made an indelible imprint on postrevolutionary society.
