The cash fiscal deficit increased from 7.7 percent of GDP in 1994 to 12.5 percent of GDP in 1995. The authorities encountered difficulties in raising revenues early in the year, but with the implementation of measures to strengthen tax collection, taxes were maintained at about 13.5 percent of GDP for the year as a whole. However, total budget revenues fell from 21 percent of GDP in 1994 to 16 percent of GDP in 1995, reflecting a sharp decline in central bank profit transfers and food grants.

Book excerpt: The Kyrgyz Republic's three party coalition has tackled a number of events during 2013, including mayoral elections in the country's biggest cities Bishkek and Osh road blockages around Kumtor, the country's largest gold mine; as well as tense negotiations on the future of the mine; and clashes in the south of the country. The government has navigated through these difficult times, quashing a motion of no confidence in parliament. An agreement between the Kyrgyz Republic and Centerra Inc. the majority stakeholder in Kumtor was accepted by parliament in early 2014. A surge in gold output and solid growth in the non-gold sectors contributed to an impressive 10.5 percent expansion of the Kyrgyz economy in 2013. Smaller increases in food prices than in recent years, and relatively stable energy prices helped bring inflation down. Expenditure controls and robust revenue outturns have brought the fiscal deficit down to 3.5 percent of gross domestic product (GDP). Preliminary estimates suggest the trade deficit and current account deficit remained high in 2013. Medium term growth is expected to moderate to 5 percent, however, a number of risks remain. The exceptional performance of gold output in 2013 is unlikely to be repeated in 2014. The rest of the economy is expected to continue expanding at 5 to 6 percent. A slowdown in the Russian economy, declining gold prices, and uncertainty created by the recent fluctuations in the exchange rate can adversely affect this outcome. This report presents recent political developments; recent economic developments; and economic and structural policies.

The growth agenda must address more carefully the constraints to greater supply-side response to ongoing reforms--an agenda that can facilitate a broad-based growth of economic activity and exports. Risks to sustainability of current growth rates and continued poverty reduction will otherwise remain high as will the economy's vulnerability to external shocks. This report is aimed at assisting authorities fashioning this agenda by focusing on three key challenges: - Identifying strategic options to strengthen prospects for medium- and long-term growth and poverty reduction; - Assessing ways of leveraging domestic trade policy reforms and existing regional and multilateral trade agreements for further regional and global integration; and - Identifying key areas where greater efforts are necessary to facilitate improvements in enterprise capability and productivity.

Low inflation, lower fiscal deficits, and a stable banking sector point to the success of stabilization policies implemented by the government and National Bank of the Kyrgyz Republic (NBKR, the central bank) under eight successive Fund-supported programs. However, the economy remains vulnerable to external shocks because of the high level of remittances (29 percent of GDP), the concentration of exports on gold (37 percent of exports of goods), the level and composition of the public debt (56 percent of GDP, 4/5 of which is denominated in foreign currency), and the level of the current account deficit (8.7 percent of GDP). In addition, economic growth has been insufficient to significantly raise living standards and continue to reduce poverty.

Book excerpt: This Selected Issues paper identifies constraints to economic growth in the Kyrgyz Republic, using the Hausmann-Velasco-Rodrik diagnostic approach. It finds that large infrastructure gaps, weak governance and rule of law, and high cost of finance appear to be the most binding constraints to private investment and growth. Additional critical factors are the quality of education and onerous regulations. There is room to improve both the quality and cost/efficiency of education spending. Although relatively low, labor costs have exceeded productivity growth and there is room to improve labor market efficiency. Despite important investments, the infrastructure gap remains large and the country ranks relatively low on infrastructure quality. Weak governance undermines growth through various channels: investment, human capital, and productivity. Weak institutions increase the cost of doing business and make the appropriation of investment returns less certain, overall reducing investor’s risk appetite to invest. Public debt is on the high side and the composition of spending is tilted toward current spending.
