The nation has made significant progress on the issues raised in the 2007 consultation. Kuwait’s integration into the global economy has been increasing in recent years. Global integration is underpinned by active membership in global and regional trade initiatives and an ongoing push to liberalize domestic regulations. Both the external current account and fiscal positions are projected to remain in large surplus, albeit at declining levels owing to the high import intensity of the planned investment projects.

The authorities’ key challenge in the near term is to preserve financial stability and cushion the impact of the global slowdown. Executive Directors have commended the Kuwaiti authorities’ prudent macroeconomic policies, which have contributed to robust economic growth, strong fiscal and external positions. Directors have also called for strengthening oversight of risk management practices by ensuring adequate policies and procedures for identifying, monitoring, and controlling systemic risk in the financial system.

Book excerpt: With persistently lower oil revenues over the medium term, Kuwait is facing a more challenging policy environment as it needs to adjust spending while continuing to diversify the economy to create jobs for the growing young national population. Large financial buffers and space to borrow provide cushion to smooth the adjustment, which the authorities have been able to initiate by implementing diesel subsidy reforms. The 2015/16 budget appropriately curtails current expenditure growth while increasing capital spending on infrastructure. The new five-year Development Plan (DP) (2015-19) provides direction for prioritizing capital expenditure, encouraging private investment and creating jobs for nationals in the private sector.

Book excerpt: The Middle East is an area of great importance globally, yet misperceptions abound. Events have made it a region of special interest to the West and so the search for understanding gains momentum. This publication is intended to clarify the region’s complex history and issues. In developing this project, the contributors’ set out to explore seven significant themes that are usually not found in other sources. While many books focus on political history and conflicts, this two-volume work deals specifically with culture, religion, women, economics, governance, and media, as well as the role that the region’s modern history has played in shaping its society and worldview.

Book excerpt: This 2013 Article IV Consultation highlights that high oil prices and increased production have enabled the government in Kuwait to continue to record high fiscal and external surpluses and build strong buffers. Overall real non-oil GDP growth is projected to increase modestly to 3 percent in 2013, driven by an increase in domestic consumption and pick-up in public investment. A slight reduction in oil production would bring down total real GDP growth below 1 percent. The overall average consumer price inflation is projected at 3 percent in 2013. The economic outlook is expected to improve further in 2014 and over the medium term.

Available in PDF, EPUB and Kindle. Book excerpt: The contrast between Kuwait and the UAE today illustrates the vastly different possible futures facing the smaller states of the Gulf. Dubai's rulers dream of creating a truly global business center, a megalopolis of many millions attracting immigrants in great waves from near and far. Kuwait, meanwhile, has the most spirited and influential parliament in any of the oil-rich Gulf monarchies. In The Wages of Oil, Michael Herb provides a robust framework for thinking about the future of the Gulf monarchies. The Gulf has seen enormous changes in recent years, and more are to come. Herb explains the nature of the changes we are likely to see in the future. He starts by asking why Kuwait is far ahead of all other Gulf monarchies in terms of political liberalization, but behind all of them in its efforts to diversify its economy away from oil. He compares Kuwait with the United Arab Emirates, which lacks Kuwait’s parliament but has moved ambitiously to diversify. This data-rich book reflects the importance of both politics and economic development issues for decision-makers in the Gulf. Herb develops a political economy of the Gulf that ties together a variety of issues usually treated separately: Kuwait's National Assembly, Dubai's real estate boom, the paucity of citizen labor in the private sector, class divisions among citizens, the caste divide between citizens and noncitizens, and the politics of land.

Although revenues from hydrocarbons account for more than 60% of GDP and 95% of exports, the country’s low production costs and sizeable fiscal reserves mean it is well positioned to cope with lower oil prices in the short term. This is clear from the government’s ongoing commitment to delivering projects outlined in the national development strategy, Kuwait Vision 2035. In the financial services sector, Kuwait continues to perform well, as a series of regulations put in place by the Central Bank of Kuwait in recent years have served to shore up the sector’s recovery from the global economic downturn.

This 2008 Article IV Consultation discusses that overall real GDP growth is estimated at 16 percent in 2008, driven by expansions in the production of oil, liquefied natural gas, and condensates. Executive Directors have welcomed the authorities’ intention to moderate fiscal expansion and broaden the non-oil revenue base over the medium term. They have supported the emphasis on building capacity in infrastructure and easing supply bottlenecks while containing government current expenditure to reduce inflation.

Available in PDF, EPUB and Kindle. Book excerpt: Using four Gulf sovereign wealth funds as case studies - Iran, Kuwait, Saudi Arabia and the UAE - this book examines and analyses the history, governance and structure, and investment strategies of the above mentioned funds, in the context of on-going debates about their transparency. The book discusses how most Gulf sovereign wealth funds were established under colonial rule, and have operated in the global financial system for many decades. With the increase of oil revenues, it goes on to look at how the funds have broadened their asset classes and their institutional development. Debate over the transparency of sovereign wealth funds has highlighted various global practices. Recently, organisational measures have been introduced for calculating possible risks from non-commercial investment incentives of funds, whose politically-driven investment strategies are viewed as potentially a major threat to the national security of their host countries. Highlighting a number of incidents that triggered the transparency debate, the book scrutinises the reaction of some of the Gulf sovereign wealth funds to these recent regulatory codes and strategies. It is a useful contribution to Development, Political Economy and Middle East Studies.

Available in PDF, EPUB and Kindle. Book excerpt: Home to the largest per capita reserves and fourth-largest total reserves of crude oil within OPEC, Kuwait’s public finances have suffered in 2016 following the rapid decline in oil prices, which drove oil revenues down from $108.6bn in 2013 to $51.8bn in 2015. Despite this Kuwait has resisted significant budgetary cutbacks: spending levels in 2016 were cut by just 1.6%, and the considerable financial buffers built up from budget surpluses in the years leading up to 2014 are expected to cushion the budget deficit. The country continues to push ahead with key public investments, with Parliament allocating $155bn to the Kuwait Development Plan 2015-20 to fund infrastructure, utilities and housing developments. The plan focuses on further integrating the private sector into areas of the economy traditionally under state control and aims to raise the non-oil sector’s GDP contribution to 64% in 2015-20, up from an average of 45.1% in 2010-13. Elsewhere promising moves are being made to cut state subsidies, with the government opting to liberalise diesel and kerosene prices and reduce subsidies on aviation fuel in January 2015, generating savings equal to 0.3% of GDP.

Available in PDF, EPUB and Kindle. Book excerpt: Economic growth in Equatorial Guinea recovered sharply in 2007. The opening of a new oil field in late 2006 and a liquefied natural gas facility in mid-2007, supported by increased public infrastructure spending, lifted 2007 economic growth to an estimated 21.4 percent. Executive Directors have welcomed Equatorial Guinea’s recent robust economic performance and sound macroeconomic policies that have strengthened fiscal sustainability. Directors have also welcomed the National Development Plan, which provides an appropriate framework for economic and institutional reforms to diversify the economy and enhance external competitiveness.
