The Great Powers and the country's intellectual and political elites believed that a coherent identity could be formed in which the different South Slav groups in the state could identify with a single Balkan Yugoslav identity. Pieter Troch draws on previously unpublished sources from the domain of education to show how the state's nationalities policy initially allowed for a flexible and inclusive Yugoslav nationhood, and how that system was slowly replaced with a more domineering and rigid 'top-down' nationalism during the dictatorship of King Alexander I - who banned political parties and coded a strongly politicised Yugoslav national identity. As Yugoslav society became increasingly split between the 'pro-Yugoslav' central regime and 'anti-Yugoslav' opposition, the seeds were sown for the failure of the Yugoslav idea. It covers the period from the Serbian state’s revolutionary rebirth in the early nineteenth century, under the rebel leaders Karađorđe Petrović and Miloš Obrenović; its turbulent history of wars, uprisings and dynastic rivalries; the triumph of Yugoslav unification in 1918; and the catastrophe of occupation by Nazi Germany in 1941. It shows how the birth of the modern nation-state involved the creation of a new elite—dynasty, army and bureaucracy—whose rule over the peasantry generated a popular resistance that would ultimately take form in Nikola Pašić’s mighty People’s Radical Party. The resulting struggle between elitist Westernisers and pro-Russian populists became entwined with the struggle for pan-Serb and Yugoslav liberation and unification. These causes came together with the Sarajevo assassination of 1914, which triggered the First World War. Existing histories of the Yugoslav kingdom that emerged from that war focus on the national conflict between Serbs, Croats, Bosnian Muslims and others, but Marko Attila Hoare challenges this narrative. He shows how the new kingdom’s politics continued to be dominated by the ongoing internal Serbian power struggle, bringing renewed disaster to Yugoslavia and its peoples.

Book excerpt: Less than Nations: Central-Eastern European Minorities after WWI represents the result of research that the author has carried over recent years, and was facilitated by the 2008 PRIN project (Programmi di Ricerca di Rilevante Interesse Nazionale) and the 2010 Sapienza Research funds. The book analyses the conditions of national minorities after World War I, when the geo-political map of Central-Eastern Europe was redefined by international diplomacy. The new settlements were based on the principle of national self-determination and were conditioned by the geographic reality of Central-Eastern Europe, where states and nations rarely coincided. The second volume of the book analyses some special aspects of this question and focuses on the interpretation of some particular cases, which had an outstanding role in the definition of the international framework. The massacres of the Armenians in the Ottoman Empire and of the Jews in Eastern Europe, for example, alarmed the international community and contributed to the 1919 “emergency” of minority rights. The role of Kin States such as Germany and Hungary, instead, characterized the entire interwar period and conditioned the stability of Europe and the League of Nations. Finally, special cases like those of Slovakia and Bosnia are also helpful in understanding the ideas of nation and minority, and how conceptualisations of the latter have changed throughout the last century.

Hungary and Turkey had lost vast amounts of territory, and the reader, travelling by rail or road, constantly crossing old and new frontiers, sees many signs of the devastation caused by war. Not deterred, Baedeker advises his readers to tour the delightful coast of Croatia by steamer, landing at choice places such as Dubrovnik and Split. He also writes a section about Albania which, in those days, was only just opening up to tourism. The (German) reader might have been somewhat put off by the size of the medicine chest he is advised to carry (malaria and bed bugs being a problem!) and by the mention of indifferent food and basic beds. This book gives an intriguing insight into travel to a fascinating, if war-torn, part of Europe in those days.
