Book excerpt: Cumulative effects assessment (CEA) seeks to overcome the weaknesses inherent in conventional project-focused environmental assessment by expanding the spatial and temporal boundaries of the assessment. In this study, the assessment boundaries include the six broad systems contained in Kouchibouguac National Park, New Brunswick, as well as the park as a whole and land outside but adjacent to park boundaries. The first section is a brief overview of cumulative effects, CEA, and the CEA approach used in the study. The second section introduces the park's natural and cultural resources along with the natural changes occurring within the park. The third section reviews legislation, policy, and plants guiding park management in order to identify the goals and targets critical for focusing the study and for evaluating the importance of effects. The fourth section describes past, present, and proposed projects and activities in the park and region and their environmental effects. The final section identifies important cumulative effects issues and discusses the importance of these effects.

The park’s creation required the relocation of more than 1200 people who lived within its boundaries. Government officials claimed the mass eviction was necessary both to allow visitors to view “nature” without the intrusion of a human presence and to improve the lives of the former inhabitants. But unprecedented resistance by the mostly Acadian residents, many of whom described their expulsion from the park as a “second deportation,” led Parks Canada to end its practice of forcible removal. One resister, Jackie Vautour, remains a squatter on his land to this day. In Kouchibouguac, Ronald Rudin draws on extensive archival research, interviews with more than thirty of the displaced families, and a wide range of Acadian cultural creations to tell the story of the park’s establishment, the resistance of its residents, and the memory of that experience.

Book excerpt: High mountains can be considered as particularly appropriate environments to detect effects ofclimate change on natural biocoenoses in a global scale for the following reasons: Firstly, ecosystems at the l- temperature limits of plant life are generally thought to be especially sensitive to climate change [1][2][3]. An already ongoing upward shift of vascular plants at high summits in the Alps, determined by the Austrian IGBP-research [4][5][6][7][8], is most likely a response to the atmospheric warming since the 19th century. Secondly, high mountains still comprise the most natural ecosystems in many countries, being largely untouched by human settlements and agricultural influences, Therefore, climatic effects on ecosystems can be studied without masking effects from human land use. Thirdly, high mountain ranges are present in virtually every major zonobiome of the earth. The research initiative GLORIA aims to establish an urgently needed global monitoring network, by using high mountain ecosystems as sensitive indicators, as required in the “IGBP-Mountain Workplan” [9]. Moreover, a deeper understanding of assemblagemechanisms andassemblage processes in vegetation patterns as a contribution to ecological theory can be expected. This paper gives a short general overview about GLORIA and a first outline about the concept, method, and some few results of the “Multi Summit-Approach”, one of the basic intentions within the proposed network. It aims to encourage the involvement of high mountain researchers and research co-ordinators in a detailed discussion of the proposed research activities and in a co-operation within the planned global monitoring network.
