Das bringt neue gesellschaftliche und wirtschaftliche Herausforderungen mit sich. Es gibt viele Gründe zu der Annahme, dass der Migrationsdruck aufgrund der demographischen Entwicklung als langfristiges Phänomen bestehen bleiben wird, weshalb sich Staat und Gesellschaft jetzt in allen Bereichen darauf einstellen müssen, ein Leitbild dafür zu entwickeln, wie mit der Situation umgegangen werden soll. Aus ökonomischer Perspektive besteht die Aufgabe eines demokratischen Staates darin, die zukünftigen wirtschaftlichen Entwicklungen und Auswirkungen abschätzen zu können, um die Staatsbürger entscheiden zu lassen, wie viel sie bereit sind, von ihrem öffentlichen Vermögen und sozialstaatlichen Versicherungsschutz aufzugeben. Es ist ein Gebot der Humanität, diesen Menschen Schutz zu gewähren, wodurch sich eine moralische Notwendigkeit zur Unterstützung für die Bundesrepublik ergibt. Diese Prämisse bildet die normative Grundlage dieser Arbeit, auf der aufbauend die resultierenden ökonomischen Konsequenzen einer positiven Analyse unterzogen werden. Nach einem Überblick über die wissenschaftlichen Studien zu Berechnungen der fiskalischen Belastung der öffentlichen Haushalte durch die Zuwanderung in Deutschland, wer-den ausgehend von einer Darstellung des Qualifikationsniveaus der Migranten, die Folgen für Arbeitsmarkt und demographische Entwicklung analysiert und anschließend die wirtschaftspolitischen Implikationen kritisch diskutiert.

It will be even more difficult for south European countries, from which emigration has levelled off and to which immigration has become a significant economic issue. Southern Europe is close to other regions where the pressure to emigrate is intense: these regions have a high level of unemployment, above the European Union average, and a large informal sector, often 15-25 per cent of their economies as a whole. This book analyses the southern European migration case using an economic approach. It combines a theoretical and an empirical approach on the fundamental migration issues - the decision to migrate, effects on the country of departure and country of destination, and the effectiveness of policies in managing migration. It also explores the transformation due to migration of southern European countries in the 1980s and 1990s.

Book excerpt: Because of the high number of involuntary migrants who arrived in Germany over the past years, displaced people may at least partly counteract the economic consequences of the demographic change in Germany. Yet, particularly displaced women are comparatively seldom employed in Germany. The purpose of this thesis therefore is to identify factors that impede the inclusion of displaced women into the German labour market and examine their respective importance. The employment of these women has, amongst others, positive effects on their social integration, the federal budget and the German economy. In this thesis, a theoretical analysis of relevant literature concerning the topics migration, gender equality, employment and impediments for labour market integration of displaced women is given. Afterwards, two surveys are presented. The first survey is a quantitative one analysing the data of 42 displaced women. The second one is qualitative, gathering information from five experts. Main impediments for integration of displaced women into the labour market are the lack of professional experience and education, particularly poor German skills. Other major difficulties are traditional role distribution and bias by employers, especially against women wearing headscarves. The results provide a basis for the creation or alteration of support offers that facilitate labour market participation for displaced women.

Book excerpt: Two new bargaining games, called "Freedom to Punish (FTP)" and "Right and Choice to Punish (RAP)", are developed, analyzed and tested by means of an experimental implementation. Hypotheses about behavior are developed, discussed and tested. The central hypotheses are aimed at the importance of freedom of choice, on the difference between the FTP game and the RAP game, and on the crowding-out of intrinsic motivation. As might have been expected, fairness plays a role in both games, represented by the frequent appearances of equal splits as well as by the frequent rejections of unfair offers.In addition to that, fairness was crowded out by the new Institution of a veto power decision, confirming the importance of the institutional setting for behavior. Contrary to the few veto power sales in the RAP game, an amazingly high number of receivers refrained from veto power in the FTP game. This significant difference has clearly been attributed to the different information conditions and the existence of a bonus. This bonus can be interpreted in terms of freedom of choice, and exploits a value for the freedom to choose for the first time in experimental economics.
