Zur Beantwortung dieser Fragen erfolgt zunächst die grundlegende Erklärung des Armutsbegriffes und der Möglichkeiten zur Armutsmessung. Anschließend wird das Phänomen der Kinderarmut in Deutschland genauer betrachtet und Informationen über die Kinderarmutsrate und die Entstehungsfaktoren und Auswirkungen von Armut in der Kindheit dargestellt. Es folgt die Überleitung zur Theorie der erlernten Hilflosigkeit, die der Ausgangspunkt jedes Empowerment-Prozesses ist. Im Kapitel zur offenen Kinder- und Jugendarbeit werden zunächst wichtige geschichtliche Eckdaten abgesteckt, bevor die Grundlagen und Grundsätze dargestellt werden. Ein kurzer empirischer Überblick über die Besucher:innen offener Einrichtungen stellt erneut den Stellenwert der offenen Arbeit im Leben von Kindern und Jugendlichen dar. Als letzte Grundlage wird das Empowerment Konzept ausführlich dargestellt, bevor die Chancen und Grenzen des Konzeptes in der Arbeit mit von Armut betroffenen jungen Menschen in der offenen Kinder- und Jugendarbeit diskutiert werden. In dieser Thesis liegt das Augenmerk auf den Einrichtungen der offenen Kinder und Jugendarbeit. Diese werden signifikant häufiger von Kindern und Jugendlichen in deprivierten Lagen besucht. Für viele sind die Einrichtungen ein Ort, um Gleichaltrige zu treffen, ihre Freizeit sinnvoll zu gestalten oder auch um Rat bei pädagogischem Fachpersonal zu suchen. In § 11 des SGB VIII, also im Kinder- und Jugendhilfegesetz heißt es: „Ziel der Kinder- und Jugendarbeit in Deutschland ist es, junge Menschen zur Selbstbestimmung zu befähigen und sie zu sozialem Engagement anzuregen“. Dieses Ziel entspricht einem theoretischen Ansatz, der aus den Bürgerrechtsbewegungen der USA in den 1960er Jahren entstanden ist – dem Empowerment Ansatz.

Das Thema Kinderarmut ist ein aktuelles Thema, das immer mehr in den Vordergrund tritt, denn ca. 14-18% der Kinder in der BRD gelten als arm (vgl. Pioch 2011, S. 22). Aufgrund der Tatsache, dass die BRD eines der reichsten Industrieländer der Erde ist und der Wohlstand von Jahr zu Jahr wächst, ist es schon fast paradox, auf Kinderarmut aufmerksam zu machen. Im zunehmenden Maße macht sich das Phänomen Kinderarmut auch im reichen Deutschland breit, wobei sie auch nicht vergleichbar ist mit der absoluten Kinderarmut in Afrika, Asien oder Südamerika, den sogenannten Entwicklungsländern. Die Kinderarmut nimmt in Deutschland erheblich zu. Natürlich gab es auch in Deutschland schon immer arme Kinder. Aufgrund ihrer geringen Zahl kamen sie in der Öffentlichkeit nur selten zum Vorschein. Spätestens seit der Einführung der Hartz-IV-Reform im Jahre 2005 ist Kinderarmut zu einem gesamtgesellschaftlichen Problem geworden. Mit der Hartz-IV-Reform gehen die größten Kürzungen von Sozialleistungen seit 1949 einher. „Man muss kein Prophet sein, um voraussagen zu können, dass mit der Arbeitslosigkeit auch die Armut im Gefolge der globalen Finanz-, Wirtschafts-, und Währungskrise stark zunehmen wird“ (vgl. Butterwegge 2009, S. 8). Aufgrund dieser Tatsache muss über Kinderarmut in Deutschland gesprochen werden, um Veränderungen herbeizuführen. Nach wie vor leugnet bzw. verdrängt die Gesellschaft das Problem der Kinderarmut (vgl. Butterwegge, Klundt, Zeng 2005, S. 10). Aus dem Ergebnis einer Studie aus dem Jahre 2012 des Paritätischen Wohlfahrtsverbands ging hervor, dass in Deutschland jedes siebte Kind unter 15 Jahren von Hartz-IV-Leistungen lebt, in Ostdeutschland ist es jedes vierte Kind. In Berlin ist sogar jedes dritte Kind auf Hartz IV angewiesen.

Anschließend an diese Analyse sollen die aktuelle Situation betrachtet sowie diesbezügliche Kritiken beschrieben werden. Diese Auseinandersetzung soll letztlich dazu führen, das Zitat von Deinet verstehen und einordnen zu können. In diesem Zusammenhang wird auf die Fragen: "Inwieweit ist offene Jugendarbeit noch zeitgemäß? Oder wird sie nicht schon längst funktionalisiert?" eingegangen. Abschließend werden ausblickend weitere Entwicklungsmöglichkeiten und Trends in diesem Arbeitsbereich aufgezeigt. Die Anfänge der Jugendarbeit waren weniger von Pädagogik und Bildungszielen geprägt. Sie hatten vor allem politischen Charakter. Bis heute gibt es keine einheitliche Definition zur offenen Kinder- und Jugendarbeit als einen Bereich der Kinder- und Jugendhilfe. Dies zeigt sich auch in dem sehr bunt aufgestellten Einrichtungsspektrum der offenen Jugendarbeit mit unterschiedlichen theoretischen und konzeptionellen Ausrichtungen, Konzepten und Angeboten. Wenn es keine einheitliche Theorie gibt, so gibt es doch eine fundamentale rechtliche Grundlage und damit einen klaren Rahmen, welcher Ziele und Prinzipien der offenen Kinder- und Jugendarbeit festlegt.

This book argues the case for combining multiple research methods, and provides much-needed practical guidance for researchers who want to use this mixed-methods approach.
