Es werden im Einzelnen spezielle Bereiche näher beschrieben, in denen besonders ärmere Kinder benachteiligt zu sein scheinen. Der letzte Teil (3.1 und 3.2) enthält ein Resümee und einige verschiedene Vorschläge, wie die Kinderarmut wirksam bekämpft werden kann.

Wie lässt sich Kinderarmut dann überhaupt definieren, denn an sich können Kinder nicht arm sein, sondern nur deren Eltern bzw. Erziehungsberechtigte? In dieser Seminararbeit wird zunächst dargestellt, wie sich Armut definieren lässt, des Weiteren werden die verschiedenen Arten von Armut kurz aufgeführt. Danach wird speziell auf die aktuelle Lage zur Kinderarmut in Deutschland eingegangen. Im Anschluss daran wird sich insbesondere mit den Folgender Kinderarmut für die betroffenen Familien aus unteren sozialen Schichten auseinandergesetzt, vor allem in Bezug auf (Schul-)Bildung. Schlussendlich wird die Frage beantwortet, ob Bildungschancen eine Frage der sozialen Herkunft sind. Ab wann ist man arm? Wer definiert das? Welche Indikatoren werden angewandt? Klamotten? Styling? Mitnichten einer der wichtigsten Parameter für Armut heutzutage ist der Indikator Bildung. Armut an sich ist ein sehr abstrakter Begriff, der mehrere verschiedene, im weiteren Verlauf der Arbeit aufgegriffene, Definitionen vorzuweisen hat. Nichtsdestotrotz ist der Begriff „Armut“ für viele Menschen negativ konnotiert, denn er wirkt ausgrenzend und diskriminierend. Das Thema Kinderarmut ist in den letzten Jahren immer bedeutender geworden, denn knapp jedes fünfte Kind in Deutschland lebt dauerhaft oder wiederkehrend in Armut. Mittlerweile ist Kinderarmut zum Dauerstreitpunkt in der Politik geworden, aber auch Wohlfahrtsverbände und Kinderhilfsorganisationen schalten sich immer wieder ein und verlangen eine Besserung der Situation. Es ist wichtig, sich dieser Entwicklung entgegenzustellen und die Schere zwischen den Armen und den Reichen nicht noch größer werden zu lassen (vom kommenden Jahr an wird das reichste Prozent der Weltbevölkerung mehr als die Hälfte des weltweiten Wohlstands besitzen). Gerade deswegen wird das Vertrauen der Menschen aus unteren sozialen Schichten in die Politik immer geringer: Diese Menschen fühlen sich nicht intensiv genug beachtet, was sich in Unzufriedenheit niederschlägt. Hier beginnt der sogenannte „Teufelskreis der Armut“.

Einleitung Deutschland zählt zu den reichsten Ländern der Welt (Vgl. National Geografic, Worldbank, OECD; siehe Anhang). Umso schwerer fällt der Gedanke an Armut im Wohlstandsland Deutschland. Die Medien blicken nur selten und nur kurz, nämlich wenn einschlägige Armutsreporte veröffentlicht werden, auf das Thema Kinder- und Jugendarmut. Dann wird dem Thema kurzzeitig Aufmerksamkeit geschenkt, die Forderung nach Veränderungen spitzen sich für diesen Moment zu (Vgl. Nachrichten vom 8. Nov. 2004; Anhang) und schon wenige Wochen später verschwinden die Meldungen wieder, gehen unter im Sumpf der schnelllebigen Zeit. Dem Thema Armut wird in Deutschland zu wenig Beachtung geschenkt. Eher das Gegenteil hat die Gunst. In den Medien wird Reichtum vermittelt. Die Werbung preist teure Handys zu „megabilligen“ Preisen an, wirbt mit Weihnachtsgeschenkvorschlägen, die die festliche Bedeutung dieses Feiertages in den Schatten stellen. In Serien spielen die Darsteller ein Leben vor, welches es in der Wirklichkeit nicht gibt. Die Schaufenster großer Warenhäuser sind voll mit verlockenden Angeboten. Wir leben in einem Staat, in dem sich die Schere zwischen Arm und Reich immer weiter öffnet und auseinander klafft. Wer es „geschafft hat“, will nichts mehr mit den „Armen“ zu tun haben. Durch den Wegzug aus bestimmten Gegenden signalisieren sie räumlich die Getrenntheit. Dadurch entwickeln sich in Großstädten sogenannte Ghetto-Siedlungen. Jeder ist unter sich. Über den Tellerrand gucken fällt schwer, da jeder seine eigenen Probleme hat. Den meisten bleibt wahrscheinlich verborgen, welch ein Luxus oben angesprochene Güter für manche Leute darstellen. Für manche, die sich Gedanken um die nächste warme Speise machen müssen, die sich schämen in der Schlange an der Suppenküche von Bekannten oder Freunden entdeckt zu werden. Vieles spielt sich unterhalb des Sichtfeldes ab. Diese Arbeit geht auf die besondere Situation armer Kinder und Jugendlicher ein, möchte auf Ursachen und Folgen solcher erschwerten Lebensbedingungen aufmerksam machen. Wann immer man sich derzeit mit dem Thema Kinderarmut beschäftigt, wird man um eine Quelle nicht herumkommen:
