Mai 2006: alkoholisierte Jugendliche finden den Leichnam eines durch Suizid verstorbenen Mannes. Doch anstatt den Fund der Polizei zu melden misshandelt die Gruppe 13- bis 18-Jähriger den Körper aufs Schwerste. Die Folge sind erneut heftige Debatten über die Verschärfung des Kinder- und Jugendmedienschutzgesetzes, und dies obwohl die Affinität der Täter zu diesen gewalthaltigen medialen Inhalten erst noch geprüft werden muss. Doch diese Reaktion auf Gewalttaten ist nicht neu: Erfurt, Thüringen, am frühen Vormittag des 26. April 2002. Ein maskierter Mann, später identifiziert als Robert Steinhäuser, betritt schwer bewaffnet ein Gymnasium und richtet ein Blutbad unter Lehrern und Schülern an. Heftige Debatten über die Effizienz des Kinder- und Jugendmedienschutzes in Deutschland, auf Grund der Vorliebe des Attentäters zu gewalthaltigen Filmen und Videospielen, waren auch hier die unmittelbare Folge. Diese Debatte führte letztendlich auch zu einer Reformierung eben dieser Kinder- und Jugendschutzgesetze. Ereignisse wie diese fordern geradezu eine tief greifende Beschäftigung mit dem deutschen Kinder- und Jugendmedienschutz. Welche Institutionen sind für die Durchsetzung geltenden Rechts verantwortlich und wie gehen diese vor? Und welche Gesetze bestehen zum präventiven Schutze Minderjähriger vor gewalttätigen, pornographischen, rassistischen oder sonstigen die Entwicklung gefährdenden Inhalte? Im ersten Teil der Arbeit wird die medienwissenschaftliche Bedeutung und Begründung der Notwendigkeit eines Kinder- und Jugendschutzes dargelegt, während im darauf folgenden zweiten Teil, dem Kern der Arbeit, die wichtigsten Institutionen sowohl in ihrer Arbeitsweise, Funktion und Organisation wie aber auch die zu Grunde liegenden gesetzlichen Bestimmungen für den Kinder-und Jugendschutz ausführlich dargestellt werden.
