Book excerpt: In recent years policymakers have seized on teacher evaluation as a primary lever for improving schools. Of all school factors--from expanded school calendars to smaller class sizes to community and family engagement programs--teachers contribute the most to student achievement. Policymakers reason that evaluating teachers based on their students' performance will lead to the removal of underperforming educators and an improvement in the overall quality of the teacher workforce. Furthermore, there is growing evidence that effective evaluation systems may prompt all educators to improve. Some districts have prioritized a collaborative approach to developing new evaluation systems and can provide valuable lessons for others to follow. This report examines one district's efforts to develop and implement a new teacher evaluation system in a cooperative manner with its teachers. For reasons of confidentiality, the authors refer to this district as the Studyville School District, a medium-sized school system in a northeastern urban center with roughly 20,000 students and 1,600 teachers. It has been recognized at both the national and state level for the collaboration that has characterized the development and implementation of the district's new teacher evaluation program and for the use of student achievement as a benchmark in its the evaluation system. Leaders from the teachers union and district have worked together to adopt a framework for the new evaluation system through the collective bargaining process. In this paper the authors present an in-depth case study charting the evaluation program's progress--from concept to initial design to implementation to the program's current state. The authors examine aspects of policy and practice that have facilitated or impeded the program's success and pay particular attention to developments in labor-management relations at the school and district level affecting the reform's development. Based on their interviews with key district and union leaders and with a cross-section of teachers and school leaders, they are able to make the following observations: (1) Economic, political, and policy factors have facilitated the teacher evaluation program's development and acceptance; (2) Collaboration has been at the heart of the teacher evaluation program's creation and development; (3) The teacher evaluation program represents both a process and a product; and (4) The teacher evaluation program's progress reflects strong leadership coupled with broad input. Book excerpt: Starting in 2012-13, researchers have worked in partnership with Chicago Public Schools (CPS) and the Chicago Teachers Union (CTU) to study implementation of Chicago's new teacher evaluation system: Recognizing Educators Advancing Chicago's Students (REACH). This paper presents findings as well as experiences from the collaboration with CPS and the CTU as they seek to identify real-time strategies for improving implementation. The paper focuses on findings from two key components for implementing a new evaluation system: the reliability of evaluators, and teacher perceptions of their evaluators and the new process. Researchers share findings from the following research questions about Chicago's new teacher evaluation system: (1) To what extent do systematic differences between evaluators affect teacher ratings?; (2) What are teacher perceptions of their evaluators?; and (3) What are teacher perceptions of the new observation process? In addition to these questions, this paper describes how the district utilized findings to guide changes to the implementation of Chicago's new evaluation system. To understand systematic differences in evaluators and their effect on teacher observation ratings, researchers focus on three aspects of evaluator behavior: (1) evaluator severity; (2) evaluator internal consistency; and (3) reliability using a generalizability theory approach. Data for this study includes CPS personnel and administrative data from the 2012-13 school year, observation ratings from external observers, and survey data from the 2012-13 and 2013-14 school year. Findings from the end of the first year of REACH implementation include: (1) In general, administrators were able to apply the rating rubric in ways that were consistent with predictions given component difficulty. About 3 percent of administrators were identified as muted and about 5 percent of administrators were erratic; (2) There is considerable variation in evaluator severity, but few are so extreme as to have a very substantial effect on teacher ratings. About 10 percent of the sample of evaluators is extremely severe or lenient. In general, most administrators and external observers were rating within 0.5 points of the average; and (3) In the first year of REACH implementation, teachers were generally positive about the accuracy of the ratings they received from evaluators and the observation process. Book excerpt: In a very short period during the spring and summer of 2012, researchers at the University of Chicago Consortium on Chicago School Research (ccsr) and the Illinois Education Research Council (ierc) collected data from respondents in five districts across Illinois to examine how school districts in the state approach designing and implementing new teacher evaluation systems. Drawing on research in these districts, which are located in north, central, and southern Illinois, this report describes the challenges experienced across the districts. In addition, the authors present strategies the districts used to address these challenges as they occurred and their reflections on lessons learned: (1) Cultivating Buy-In and Understanding; (2) Using Evaluations for Instructional Improvement; (3) Reducing the Burden on Principals; and (4) Incorporating Student Growth into Teacher Evaluation Systems. For all that has been accomplished by these case study districts, teacher evaluation, in all cases, remains a work in progress. Many in their interview sample described ongoing issues and some complicated problems. The report synthesizes these issues and raises some key questions for districts to consider around three common themes: teacher and principal support, communication, and buy-in; ensuring that ratings are accurate and consistent; and developing high-quality student assessments. Far-reaching legislation was subsequently enacted in the state of Arizona requiring schools to adopt standards-based teacher evaluation systems and link them to student outcomes. The end product is to result in annual summative measures of teacher effectiveness. Because of this, Arizona school administrators have become concerned about rapidly becoming experts in high-stakes teacher evaluation. Principals rarely have time to come together to talk about teacher evaluation, and consider the reliability of their evaluations and how to use teacher evaluation to help teachers improve their practice. This action research study focused on a group of nine administrators in a small urban district grappling with a more complex and high-stakes teacher evaluation system. An existing community of practice was engaged to help administrators become more effective, fair, and consistent evaluators. Activities were designed to engage the group in dynamic, contextualized learning. Participants interacted in small groups to interpret the meaning of newly adopted evaluation instruments and professional teaching standards, share practical knowledge, and compare teacher evaluation experiences in classrooms. Data were gathered with mixed methods. Prior to, and immediately after engaging in this 20-week innovation, principals and district administrators were given two surveys and interviewed about teacher evaluation. Additionally, a detailed record of this project was kept in the form of meeting records and a research journal. Quantitative and qualitative data were triangulated to validate findings. Results identified concerns and understandings of administrators as they attempted to come to a shared consensus regarding teacher evaluation, increase inter-rater reliability, and use teacher evaluation to improve professional practice. As a result of working and learning together administrators lowered their concerns about inter-rater reliability. Other concerns, however, remained and grew. Administrators found the process of gaining a common understanding of teacher evaluation to be complex and far more time-consuming than anticipated. Intense concerns about alignment of the evaluation system with other reforms led these administrators to consider modifications in their evaluation system. Implications from this study can be used to help other administrators grappling with common concerns.
