Book excerpt: The proposed Kemess South project in north-central British Columbia includes a 40,000 tonne/day open pit mine to develop a copper/gold deposit, plus associated mill, tailings pond, waste rock storage site, airstrip, access road, power line, mine housing, and related structures. This report first summarises the environmental assessment process used to review the project, the purpose and scope of the project, its site history, and the public consultations held to resolve issues concerning the project and its impacts. The report then considers the project's potential for significant adverse environmental effects and the means for preventing or managing such effects. It defines baseline conditions at the project site; evaluates alternatives for managing environmental effects; describes various technical aspects of the project including open pit design, mill siting, tailings and waste storage sites, and energy and transportation requirements; assesses environmental effects of accidents and malfunctions, archaeological impacts, the capacity of renewable resources to meet present and future needs, cumulative environmental effects, and socio-economic impacts; outlines the proposed management of indirect impacts of mine access; and summarises project proponent commitments, the information requirements for licenses/permits/approvals, and program follow-up and monitoring of the project.
