Excerpt: Urdu (Urdu: , IPA: English: ) (Hindi: ) is a Central Indo-Aryan language and a register of the Hindustani language that is linguistically identified with Muslims in the Indian subcontinent. It belongs to the Indo-European family. It is the national language and lingua franca of Pakistan. It is also largely spoken in some regions of India, where it is one of the 22 scheduled languages and an official language of five states. Based on the Khariboli dialect of Delhi and Western Uttar Pradesh in the Indian subcontinent, Urdu developed under local Persian, Arabic, and Turkic influence over the course of almost 900 years. It began to take shape in what is now Uttar Pradesh, India during the Delhi Sultanate (1206-1527), and continued to develop under the Mughal Empire (1526-1858). Standard Urdu is mutually intelligible with Standard Hindi. Both languages share the same Indic base and are so similar in phonology and grammar that they appear to be one language. The combined population of Hindi and Urdu speakers is the fourth largest in the world. In this book, Hafsa Kanjwal interrogates how Kashmir was made "integral" to India through a study of the decade long rule (1953-1963) of Bakshi Ghulam Mohammad, the second Prime Minister of the State of Jammu and Kashmir. Drawing upon a wide array of bureaucratic documents, propaganda materials, memoirs, literary sources, and oral interviews in English, Urdu, and Kashmiri, Kanjwal examines the intentions, tensions, and unintended consequences of Bakshi's state-building policies in the context of India's colonial occupation. She reveals how the Kashmir government tailored its policies to integrate Kashmir's Muslims while also showing how these policies were marked by inter-religious tension, corruption, and political repression. Challenging the binaries of colonial and postcolonial, Kanjwal historicizes India's occupation of Kashmir through processes of emotional integration, development, normalization, and empowerment to highlight the new hierarchies of power and domination that emerged in the aftermath of decolonization. In doing so, she urges us to question triumphalist narratives of India's state-formation, as well as the sovereignty claims of the modern nation-state.
