Book excerpt: Of the four south Indian states, three states, – Andhra Pradesh, Karnataka and Tamil Nadu – have ubiquitous and rampant child labour. Kerala is the only south Indian state to have been declared as a child labour-free state. Andhra Pradesh is second only to Uttar Pradesh in the extent of its child labour in the country. Karnataka and Tamil Nadu stand at seventh and tenth place in the list, respectively. This is somewhat surprising in the sense that the south Indian states are historically advanced in human development, women’s agency, demographic indicators and governance. Also, since the onset of economic reforms, they have been growing at an economically rapid rate. Why, then, are societies that have relatively high literacy and health indicators, well developed women’s agency and relatively better governance failing to protect their children from being forced into hard labour? This book examines some of these questions with regards to state policy towards the eradication of child labour in Karnataka.

The Karnataka Information Technology Rules, 2007 provides for a comprehensive process for electronic delivery of e-governance services to citizens. This study examines how Computerised Land Records Management in Karnataka (Bhoomi) has brought transparency, effectiveness and ease in the management and maintenance of the land records. Kodagu was selected as the area of study as it has unique land tenure system like Jamma Tenure, Jagir, Batamanya, Sarvamanya and Jodi, Mathamanya, Gowdumbali and Naimannu, Umbli Tenure, Sagu Tenure. The main source of data collection for this study was through questionnaire and interview with agriculturists, revenue officials and investors on land in Kodagu. The book showcase that Bhoomi project has been beneficial to the stakeholders by minimizing the time and effort in obtaining the required documents from land revenue office. With the computerisation of land records, the manipulation of land records has come down, as it has reduced the discretion of village accountants to issue the records of rights. Bhoomi has brought down bribery at the grassroot level. Computerisation of land records has lead to transparency in land records. The transparency brought by computerisation of land records has helped the purchaser of land to get accurate information of the seller through online portal and can be sure of his investment. However, the book also highlights the flaws in the implementation of Bhoomi projects like land records not being cent percent accurate, server problem, shortage of employees at Bhoomicentre, and like wise.

Book excerpt: May 1998 A citizen's assessment of public services provided evidence of inefficiency and corruption and stimulated public service providers to be more responsive to customers. So, public feedback can change behavior. Paul reports how a report card on public services in the Indian city of Bangalore was used by citizen groups to create greater public awareness about the poor performance of public service providers and to challenge them to be more efficient and responsive to their customers. The report card was the result of a survey of a sample of users (both rich and poor) of the city's services and rated public agencies in terms of public satisfaction with different dimensions of their services. Public feedback was used to quantify the extent of corruption and other indirect costs of the services. The result was a citizens' assessment of public services. The survey was completed in 1993, but the follow-up activities continued for three years, with the active involvement of several concerned citizen groups and nongovernment bodies. Paul discusses how the media disseminated the report card findings, how public agencies responded to it, and how agencies joined citizen groups in joint initiatives to improve services. Similar report cards have since been prepared on several other large cities in India. It is not easy to measure the impact of the report card on the quality and responsiveness of Bangalore's service providers. Paul examines the problems involved and gives some intermediate indicators. There is some evidence that public awareness of the problems has increased as a result of the experiment. Civil society institutions seem to be more active and their interactions with public agencies have become better organized, more purposeful, and continuous. As a result, some public agencies in Bangalore have begun to take steps to improve their services. This paper is a product of the Development Research Group.
