On the other hand, though, the international environment surrounding Japan has become increasingly more fierce, as shown in the trend of rising trade friction. In such a situation, an important issue for Japan is to endeavor to raise S & T levels through continued strengthening of its basic research, and to aim for the creation of S & T results that can become international contributions. In this the R & D activities of private enterprises, which account for about three-fourths of the money used in Japan for research, become increasingly important. In recent years, many private enterprises--more so than in the past--are emphasizing R & D activities. They are seen as playing an even greater role in raising the level of Japan's S & T and in producing international research results. In this sense, the structure of private enterprises' R & D and its changes are gaining attention.

The white paper presents structural analyses of a number of aspects of the current state of science and technology in Japan from the viewpoint of its future prospects. These include: the improvement and future development of technological capability as a result of the superior performance of Japanese industry, changes and new requirements in the role of the public sector, personnel problems, and regional development in science and technology. It also examines the radical changes taking place in international science and technology and Japan's response to them. The report examines the relationship between science and technology and economic activity in society and at the same time analyzes and clarifies future issues regarding the topics mentioned above: the role and performance of industry and government in science and technology.

(1) R & D on the technology in question is very important and urgently neces- sary for improved industrial structure, strengthened international coopera- tion, rational development of natural resources or prevention of industrial pollution. (2) It is leading technology that will have a wide-ranging effect, and the R & D will make a marked contribution to manufacturing technology. (3) R & D on the technology in question cannot be carried out by industry because it requires large investments and a long period of time, and because it is accompanied by great risk. (4) It is possible to set development goals for R & D on the technology in question, and there are good prospects for technical means to achieve those goals. (5) R & D on the technology in question requires the combined R & D capabilities of the government, industry and academia.
