Book excerpt: Nineteenth-century Serbia was an economically and socially backward country with an urban population of approximately 3 percent and a literacy rate in the countryside of less than 10 percent. Still, during that century it created a functioning democracy with a constitution, independent courts, political parties, and civil liberties. The Serbian experience challenges the view that political structures fundamentally depend on socioeconomic ones, since Serbia created a modern political system without developing economically. Politics as Development analyzes one aspect of that process, the emergence of political parties in the 1870s and the 1880s, especially the creation of the Serbian Radical Party under the leadership of Nikola Pasic. By mobilizing the peasantry through organizing the countryside, the Radicals proved themselves the most original nineteenth-century Balkan political movement. Based on thorough research of primary documents, Stokes's study supports the view that the state and its attending class constitute an independent variable in the developmental process.

Book excerpt: Nick Miller argues in this provocative study that to comprehend Yugoslavia's collapse, we must examine the development and nature of Serbian nationalism, and the typical approaches will not suffice. Serbia's national movement of the 1980s and 1990s, Miller suggests, was not the product of an ancient, immutable, and aggressive Serbian national identity; nor was it an artificial creation of powerful political actors looking to capitalize on its mobilizing power. In examining the work of three influential Serbian intellectuals, Miller argues that cultural processes are too often ignored in favor of political ones; that Serbian intellectuals did work within a historical context, but that they were not slaves to the past; that Serbian history is not a continuous reiteration of static themes. His subjects are Dobrica Cosic (a novelist), Mica Popovic (a painter) and Borislav Mihajlovic Mihiz (a literary critic). These three men were part of a circle of friends who began the postwar with (mostly!) open minds about the promise of the new communist order and who wound up by 1974 as inveterate opponents of the regime and nationalists. Together, the work of these men indicates that nationalism was more than a tool for cynical and needy politicians, and less an ancient bequest than an unsurprising response to real conditions in Tito's Yugoslavia. Book excerpt: When seeking the origins of World War I, the chain of events in the late nineteenth century that led to the breakdown of relations between Austria-Hungary and Serbia and facilitated the rise of an aggressive Serbian nationalism needs to be understood. This book focuses on the hitherto unexplored Hungarian influence on the Habsburg Monarchy's policy toward Serbia after the 1867 Ausgleich, and it argues that this early period was critical in shaping policy after 1871, down to the imposition on Serbia in 1881 of a system of economic and political control.The Ausgleich, the Austro-Hungarian compromise that reconstituted the Empire as a dual monarchy, gave Hungary a limited voice in foreign affairs; and it was at the request of the Hungarian premier, Count Gyula Andrássy, that the young politician Benjámin Kállay was appointed representative at Belgrade in 1868. Both men were obsessed with the threat posed by Russia and particularly concerned that Serbia might be used as a stalking horse for Russian influence among the Monarchy's South Slavs. They pursued a shadow policy designed to draw Serbia firmly into the Monarchy's sphere of influence, which contradicted that of the foreign minister, Count Beust, and resulted in a serious deterioration in relations with Serbia by 1871. After 1871 Andrássy, as foreign minister, laid the foundations for a more explicit control of Serbia; Kállay, as a senior diplomat, negotiated the treaties that, by 1881, locked Serbia into satellite status for a generation. Through detailed archival research in multiple languages and a painstaking reconstruction of diplomatic events, Armour illuminates a crucial period in Central European history, showing how the origins of a war that claimed millions of lives can be traced to political maneuverings almost fifty years before.

New visa restrictions, travel bans, and other regulations were imposed by national governments. At the local level, towns and cities responded in different ways: some resisted national policy by declaring themselves “sanctuary cities”, while others supported exclusionary policies. These different responses influenced refugees’ ability to settle and become integrated. The Refugees in Towns (RIT) project at Tufts University explores local urban integration experiences, drawing on the knowledge and perspectives of refugees and citizens in towns around the world. Since 2017, more than 30 RIT case studies have deepened our local knowledge about the factors that enable or obstruct integration, and the ways in which migrants and hosts co-exist, adapt, and struggle with integration. In this Special Issue, seven articles explore urban integration in towns in Europe (Frankfurt-Rödelheim, Germany; Newcastle, UK; Ambertois, France; Italy’s cities; and Belgrade, Serbia) and in North America: Bhutanese refugee-hosting US cities, and Antigonish, Canada. The papers explore how refugees and citizens interact; the role of officials and politicians in enabling or obstructing integration; the social, economic, and cultural impact of migration; and the ways—inclusive or exclusive—locals have responded.
