Book excerpt: Excerpt from Journal of the First Session of the Ninth House of Representatives of the Commonwealth of Pennsylvania: Which Commenced at Philadelphia, on Tuesday, the Fourth Day of December, in the Year of Our Lord One Thousand Seven Hundred and Ninety-Eight, and of the Commonwealth the Twenty-Third In depicting thisvview of the recent calamity, I confefs that I am confide tably influenced by a painful reflection, that the precautions, which experience, policy and humanity, dictate, have hitherto been unfortunately overlooked, or inconliderately neglec'ted. The records of the General Affembly will now, however, difelole to you, with irrefifiible force, the plans which have been fubmitted, at different times, to the confideration of the government, for more effectually preventing the generation, introduction and propagation of pefiilential difeafes: And I am confident, that the liberal fentiments of our conflituents, in' perfeét unifon with your own, have prepared you to adopt and enforce, among the earlieft acts of legiflation, every meafure, which the learning of the faculty has devifed, the fuccefsful projects of other countries (hall recommend, and the authority or treafure of the Rate can accomplifh, in the contemplation of an objec't fo momentous and interel't ing., It is true, that the infiitution of a Health-office, for the fecurity of our port and capital, may, in fome refpects, be regarded as a regulation of com merce; and the regulation of commerce, together with its fifcal emoluments, has been confiitutionally afiigned to the federal government. But, the power thus afligned mutt be deemed concurrent, in the prefent inftance, in order to reconcile it with the paramount principle of felf-prefervation; and as the domefiic misfortunes of Pennfylvania were embittered, during the late crifis, by a reciprocal fympathy for the fimilar fufferings of our fellow-citizens in new-york, Bof'ton, and other cities of the continent, we may fairly antieia pate, from the wifdom and juflice of Cong'refs, that harmonious co-operation, which can alone pervade the jurifdiction of the Union, and render the mu nicipal fyf'tem of an individual fiate completely efficacious.
