Despite the cosmopolitan rhetoric, hierarchies of race, culture and class shape popularity, friendships, and romance on campus. By going back to high school for a year, Tanu befriended transnational youth, often called “Third Culture Kids”, to present their struggles with identity, belonging and internalized racism in their own words. The result is the first engaging, anthropological critique of the way Western-style cosmopolitanism is institutionalized as cultural capital to reproduce global socio-cultural inequalities. From the introduction: When I first went back to high school at thirty-something, I wanted to write a book about people who live in multiple countries as children and grow up into adults addicted to migrating. I wanted to write about people like Anne-Sophie Bolon who are popularly referred to as “Third Culture Kids” or “global nomads.” ... I wanted to probe the contradiction between the celebrated image of “global citizens” and the economic privilege that makes their mobile lifestyle possible. From a personal angle, I was interested in exploring the voices among this population that had yet to be heard (particularly the voices of those of Asian descent) by documenting the persistence of culture, race, and language in defining social relations even among self-proclaimed cosmopolitan youth.

An instrument of modern government, policy and its processes provide an analytical window into systems of governance themselves, opening up ways to study power and the construction of regimes of truth. This volume argues that policies are not simply coercive, constraining or confined to static texts; rather, they are productive, continually contested and able to create new social and semantic spaces and new sets of relations. Anthropologists do not stand outside or above systems of governance but are themselves subject to the rhetoric and rationalities of policy. The analyses of policy worlds presented by the contributors to this volume open up new possibilities for understanding systems of knowledge and power and the positioning of academics within them.

Book excerpt: Against the background of China's rapidly growing, and sometimes highly controversial, activities in Africa, this book is among the first of its kind to systematically document Sino-African interactions at the everyday level. Based on sixteen months of ethnographic fieldwork at two contrasting sites in Lusaka, Zambia—a Chinese state-sponsored educational farm and a private Chinese family farm—Di Wu focuses on daily interactions among Chinese migrants and their Zambian hosts. Daily communicative events, e.g. banquets, market negotiations, work-place disputes, and various social encounters across a range of settings are used to trace the essential role that emotion/affect plays in forming and reproducing social relations and group identities among Chinese migrants. Wu suggests that affective encounters in everyday situations—as well as failed attempts to generate affect—should not be overlooked in order to fully appreciate Sino-African interactions. Deeply researched and with rich ethnographic detail, this book will be relevant to scholars of anthropology, international development, and others interested in Sino-African relations.
