Book excerpt: Joseph Galloway (1731-1803) was an American Loyalist during the American Revolution, after serving as delegate to the First Continental Congress from Pennsylvania. He was a member of the Pennsylvania Provincial Assembly from 1757 to 1775 and served as Speaker of the House from 1766 to 1774. Galloway was a member of the Continental Congress in 1774, where he proposed a compromise plan for Union with Great Britain which would provide the colonies with their own parliament subject to the Crown. He urged reform of the imperial administration and was critical of the trade laws, the Stamp Act of 1765, and the Townshend Acts enacted in 1767. His works include: Proposed Union Between Great Britain and the Colonies (1774) and The Claim of the American Loyalists (1788).

Hopes for a cool and dispassionate mediation in favor of their rights as English subjects. Hopes the rights of Americans will be left to the management of their own representatives. Says they live in a society of order and reason and that violence should be avoided. Says A Congress of Delegates, chosen either by the Representatives in Assembly or by them in Convention, appears to su the first proper Step to be taken. Hopes this Congress, in their united wisdom, can produce a document to protest British actions and assert their rights. Postscript says the Governor has called for the Assembly to meet on 18 July 1774. In pencil at the bottom of the fourth page is written Hon Peyton Randolph Chairman.

Galloway's tragedy is shown in this book to have been ideological: he was a strict constitutionalist. In this respect, Dr. Ferling contends, he was a typical Loyalist, generally more principled than self-serving. In 1774, Galloway's Plan of Union lost in the Congress by one vote--a loss that changed the course of history, since Galloway tried to avoid revolution by anticipating the British commonwealth system. In 1775, when the Assembly spurned Galloway's recommendation that it abandon its defiance of Britain, Galloway quit the Assembly and the Congress--whereas Franklin joined the forces that conceived the Declaration of Independence. Galloway served General Howe as a compiler of intelligence reports, as a recruiter of Loyalist troops, and as police commissioner of British-occupied Philadelphia. After 1778 he pamphleteered in London to rally the flagging British war effort, and he wrote one of the earliest histories of the "American Rebellion." Until his death in exile in 1803, Galloway remained steadfast in his belief that "the most proper Plan for cementing the two countries together" would have been constitutional, granting "America the same Rights and Privileges as are enjoyed by the Subjects in Britain."
