These capabilities, applicable across the entire spectrum of conflict, are based on four new operational concepts that are enabled by technology and information superiority. Applying JV 2010 across the entire spectrum of conflict without understanding the fundamental differences between war and military operations other than war (MOOTW) assumes risk. MOOTW will continue to be prevalent, and its' fundamental nature precludes relying on information superiority and the four new concepts as touchstones for future conflict. An appreciation of asymmetrical threats exists in current joint doctrine but is not translated to the JV 2010 operational blueprint. The time is now to accurately reflect future U.S. capabilities to the National Command Authority (NCA). JV 2010 should be the operational linchpin connecting the strategic decision-makers with the proper application of military force into a challenging and demanding future. Effective strategy cannot be developed based on inaccurate operational capabilities. Assuming JV 2010 is applicable across the entire spectrum of conflict is the first step in a flawed process.

The end of the Cold War symbolized a transition point between such systems. Historically, the nature of a new order as well as the transitional point between orders is fraught with uncertainty. The post-Cold War era has been characterized by an increased use of the military for operations short of war to include humanitarian operations, peacekeeping, sanction enforcement, etc. Although these missions are not new to the Armed Forces, military doctrine has only begun to address the unique challenges involved in executing operations short of war. Joint Publication 3- 07, Joint Doctrine for Military Operations Other Than War (MOOTW), lists six fundamental principles for MOOTW. This research applies the concepts embodied in the principles of MOOTW with three MOOTW models; the Range of Military Operations Model developed by the U.S. Army, the Crises and Lesser Conflicts Model developed by Rand researchers Carl H. Builder and Theodore W. Karasik, and the MOOTW Characteristics Model developed by RAND researchers Jennifer M. Taw and John E. Peters.

Book excerpt: Since the end of the Cold War the United States Army has found itself conducting more and more operations that fall under the category of "Military Operations Other Than War (MOOTW). Additionally, our National Security Strategy states that these operations will become the most frequent challenge for the armed forces. As these operations usually entail diverse tactical actions directed towards achieving strategic objectives, the operational commander is forced to conduct this linkage with joint and multinational forces. The operational commander may also be forced to operate within less than desirable command structures often dictated by the United Nations or other multinational agencies. The focus of this study is on the potential challenges the operational or joint force commander might face when directing military actions in MOOTW. The U.S. involvement and contemporary definitions of MOOTW establishes the background for the case study of the UNOSOM II mission in Somalia. A discussion of the evolution and concept of operational art provides the framework to analyze the UNSOM II operation with respect to the eight elements of operational art identified by Dr. James Schneider. Finally, the study concludes that the U.S. military demonstrated operational art with some shortfalls. In the areas of command and control, unity of command, and operational vision, decisions made at the strategic level often impact negatively on the operational commander's ability to link the tactical actions to strategic objectives. Additionally, although Dr. Schneider defines his theory of operational art within the context of total war, his theory can be functionally applied to MOOTW as well.

With the current U.S. dominance in conventional military power, any potential future adversary will likely look for an unconventional or asymmetric means of engaging us. This will require the joint force commander (JFC) to fully understand the operating environment for Military Operations Other Than War (MOOTW). The synchronization of conventional and SOF, although crucial to the success of any military operation discussed in joint doctrine, is the most critical aspect of MOOTW. When the JFC first begins planning he must first understand how his military means are going to achieve his operational objectives. In order to accomplish this demanding task, he has to fully understand how best to integrate the full range of military options available and how to synchronize his conventional and SOF for mission accomplishment. The JFC has several doctrinal keys to successfully employ operational art in a MOOTW environment. Most important are the strategic estimate and the facets of operational art especially synergy, simultaneity and centers of gravity. Of the six MOOTW principles, the most important to the JFC are unity of effort, restraint, perseverance, and legitimacy. The JFC by constant awareness of the MOOTW principles and applying the facets of operational art most important to MOOTW will best synchronize his forces. This will ensure that the JFC really understands what the mission is and tailors the force to achieve the military and political objectives in the shortest time with the fewest casualties.

The impetus for this series that concerns topics relevant to ongoing and future operations came from the Commanding General, Combined Arms Center and Fort Leavenworth. Lieutenant General William S. Wallace, V Corps commander in Operation IRAQI FREEDOM, directed CSI to examine historical topics that would benefit American and coalition soldiers and planners in both Iraq today, and in the broader GWOT spectrum now and in the future. One of those topics was the transition from combat (Phase III) operations to stability (Phase IV) operations, to use the current phasing construct familiar to campaign planners. Mr. David Cavaleri, a retired Armor lieutenant colonel and current CSI historian, has produced a study that examines nine critical factors that should be addressed in stabilization planning and execution. Mr. Cavaleri then presents a case study of the US occupation of Japan after World War II, followed by a parallel analysis of the case study and ongoing stability operations in Afghanistan and Iraq through the lens of the critical planning factors. This study serves as a bridge between the tactics, techniques, and procedures (TTP) found in stability operations “how-to” manuals and the broader military operations other than war (MOOTW) concepts found in joint doctrine. Its purpose was to identify key themes that merit consideration when planning or conducting transitions between combat operations and stability operations. These themes were identified by combining a review of joint and US Army stability operations doctrine with a specific case study analysis of the US occupation of Japan from 1945 to 1952 and then extrapolated those themes to current stability operations to assess their applicability. The Japanese occupation is useful as a case study because it required that occupation forces address several challenges similar to those facing current stability operations in the Middle East, such as a fundamental change in governance philosophy, a long-term democratization program, a critical regional security challenge, and a complex economic reconstruction challenge. This analysis is not designed to serve as a “one answer fits all challenges” solution set, but rather as a practical vehicle for informing time-constrained professionals operating at the tactical and operational levels. One can easily identify several instances where the US Army has faced stability operations challenges; Cuba, Germany, the Philippines, the Dominican Republic, Panama, and Vietnam immediately come to mind. Each case involved stability operations challenges unique to its environment, but only one time during the 20th century did the United States take the lead in stabilizing the entire infrastructure—political, economic, industrial, military, educational, and even societal—of a former enemy. During this complex stability operation, the US Army implemented a number of planning themes related to transitioning between the full spectrum operations components of offense/defense and stability/support. These themes were applied, depending on the US Army's ability to manipulate each, with varying degrees of success. A RAND Corporation study published in 2003, titled America's Role in Nation-Building: From Germany to Iraq, developed six such themes, traced each through seven case studies, and concluded by drawing implications for future US military operations.

Two significant and inseperable issues are how forces will be commanded and how the Joint Force Commander will organize his staff to conduct the type of operations described in JY 2010. JV 2010 places a premium on Information Age concepts such as non-linear dynamics, speed of command, network-centric warfare, and blurred levels of war. Our present hierarchical command structure, which is based upon linear reductionism, is inappropriate for Information Age operations. Additionally, the doctrine of "centralized planning, decentralized execution" is not flexible enough to handle the full spectrum of envisioned military operations. A more flexible command concept is required. A "Flat Ring" model for staff functions which emphasizes speed of command and network operations is described and recommended.

As new technologies are implemented to support Joint Vision 2010 (JV2010), successful C2 must give the commander the flexibility to use faster and more accurate information technologies in order to increase battlespace knowledge and situational awareness. The dynamics of new technologies is linked to the Information Age and is commonly referred to as a Revolution in Military Affairs (RMA), which is leveraged through the enabling concepts of "Information Superiority" and "Network-Centric Warfare." The challenge for the future commander is to exploit the RMA by applying a flexible C2 process to control the battlespace. Thus, as networked forces bring faster and more accurate information across all levels of war, the operational commander will exert his influence by maintaining a flexible networked architecture through a continuum based on his intent and the tempo of operations. A more focused understanding of networked C2 is the key to the evolution of new and existing joint architectures in order to keep pace with information technologies. The military must embrace an aggressive transition to a more flexible organization that is linked to a networked hierarchy to meet the challenges of the 21st Century
