Book excerpt: In July 1996, the Chairman of the Joint Chiefs of Staff (CJCS) unveiled a 21st- century vision statement as a call to arms for the Department of Defense (DOD) to "achieve new levels of effectives in joint warfighting. Titled Joint Vision (JV) 2010, its publication offers an opportunity for comparison between joint and Service warfighting perspectives. JV 2010 provides a catalyst for critical thought and debate on military operations, as well as Service roles in the future geostrategic environment. JV 2010's release also coincides with Service efforts to refine their strategic visions, and the current Quadrennial Defense Review (QDR). The author examines JV 2010 and Service vision doc to ascertain incongruities, reveal implementation challenges, and identify areas for further study. This paper shows that, while Service visions are generally in line with the joint vision, they are presented horn Service-unique warfighting perspectives, and also contain distinct elements of interservice rivalry, both of which could hamper efforts to implement JV 2010.

The strategic concepts of decisive force, power projection, overseas presence, and strategic agility will continue to govern our efforts to fulfill those responsibilities and meet the challenges of the future. This document describes the operational concepts necessary to do so.If our Armed Forces are to be faster, more lethal, and more precise in 2020 than they are today, we must continue to invest in and develop new military capabilities. This vision describes the ongoing transformation to those new capabilities.

Shelton, Chairman of the Joint Chiefs of Staff and principal military advisor to the President, has a problem, namely, "Joint Vision 2010" (JV 2010). Formulated and published in July 1996 by his predecessor, General John M. Shalikashvili, JV 2010 is intended to be the "conceptual template" for how America's Armed Forces will channel the vitality and innovation of the American people and leverage technological opportunities to achieve new levels of effectiveness in joint warfighting. General Shali's vision for America's Armed Forces in the 21st century is a continuation of its current status as the world's "standard for military excellence and joint warfighting." The author believes that the General wanted the document to serve as an operationally based template for the evolution of the U.S. Armed Forces -- an evolution that depicts a future end-state, not an end-date. Unfortunately, most of the critics of JV 2010 focus on the semantics of the operational concepts being discussed and their evolution and fruition at the premised end-date of 2010. The challenges facing General Shelton as he attempts to remove the tar and "operationalize" JV 2010 are twofold. First, he must retail the vision for what it was intended to be, and what he intends it to be, and second, he must ensure that the implementation strategy gives U.S. military the most effective way to capitalize on jointness to achieve strategic end-states. Failure to do so will not only put the future Armed Forces at risk, but also the nation's ability to support and sustain the National Security Strategy. Four key items must be considered when formulating strategy and policy: conceptualization, consensus, execution, and retailing. Using this simple framework, the author evaluates the challenges and opportunities that face General Shelton as he attempts to operationalize JV 2010.

Book excerpt: The National Military Strategy provides the advice of the Chairman of the Joint Chiefs of Staff (CJCS) in consultation with the Joint Chiefs of Staff and the Combatant Commanders on the strategic direction of the Armed Forces over the next three to five years. In formulating the 1997 National Military Strategy, the CJCS derives guidance from the President's 1997 National Security Strategy and from the Quadrennial Defense Review (QDR) report prepared by the Secretary of Defense. In both the 1997 National Security Strategy and the QDR report, the President and the Secretary of Defense introduced an integrated strategic approach embodied by the terms Shape, Respond and Prepare Now. The 1997 National Military Strategy is based on these concepts. It builds on the premise that the United States will remain globally engaged to Shape the international environment and create conditions favorable to US interests and global security. It emphasizes that our Armed Forces must Respond to the full spectrum of crises in order to protect our national interests. It further states that as we pursue shaping and responding activities, we must also take steps to Prepare Now for an uncertain future.

Book excerpt: In response to the changing strategic environment and the declining budgets, the Joint Chiefs of Staff have created a vision to help guide the Department of Defense (DOD) through a transformation that will enable it to meet the challenges it will face in the 21st Century. Now that the Joint Chiefs have articulated this vision, the next and most difficult step is implementing it. This paper explores two fundamental questions. What steps has DOD taken to implement Joint Vision 2010 (JV2010) and are these steps adequate? The DOD has taken significant steps to implement the vision. The DOD has further refined the JV2010 concepts in several key documents. They have also identified a management structure responsible for implementation and a framework for the implementation process. The key question concerning JV2010 is whether or not the implementation process is adequate. Is it capable of performing tough trade-offs and focusing our resources on the right mix of information technologies and traditional capabilities? This paper explores this question by using the systems engineering model to analyze the JV2010 implementation efforts. The analysis concluded the implementation process has many positive aspects. However, if optimal system development is to be achieved the process must take on more of a top down approach capable of evaluating competing alternatives and properly focusing investments on the right technologies and weapon systems required to achieve JV2010 capabilities.

Two significant and inseperable issues are how forces will be commanded and how the Joint Force Commander will organize his staff to conduct the type of operations described in JY 2010. JV 2010 places a premium on Information Age concepts such as non-linear dynamics, speed of command, network-centric warfare, and blurred levels of war. Our present hierarchical command structure, which is based upon linear reductionism, is inappropriate for Information Age operations. Additionally, the doctrine of "centralized planning, decentralized execution" is not flexible enough to handle the full spectrum of envisioned military operations. A more flexible command concept is required. A "Flat Ring" model for staff functions which emphasizes speed of command and network operations is described and recommended.

Despite the short time since Joint Vision 2010 release, the services already are adapting and incorporating most Joint Vision operational concepts. As these concepts are developed, service core competencies will overlap in some areas. Inter- service rivalry concerning core competencies will continue and can be productive. Having a blend of service core competencies for use by the Joint Forces Commander is the key to future joint effectiveness to fulfill the Joint Vision.
