Book excerpt: Intelligence, surveillance, and reconnaissance (ISR) operations continue to perform a vital role in the war on terror and promise to remain integral to current and future wars. That our military can execute the ISR mission has never been in question; the challenge is the efficiency, flexibility, and agility of that execution. The U.S. Strategic Command (USSTRATCOM) Joint Functional Component Command for Intelligence, Surveillance, and Reconnaissance (JFCC-ISR) is engaged in that challenge. On January 10, 2003, President George W. Bush endorsed the reality that ISR touches every mission area from combating weapons of mass destruction to integrated missile defense to small unit operations. On that date, he signed Unified Command Plan 02, Change 2, which gave USSTRATCOM the responsibility for Department of Defense (DoD) ISR. This responsibility has transferred without change in subsequent plans, making the commander of USSTRATCOM responsible for the execution of the global ISR mission, which he chose to do through the creation of the JFCC-ISR. To meet those responsibilities, JFCC-ISR develops strategies and plans; integrates DoD, national, and international partner capabilities; and executes DoD ISR operations to satisfy combatant command and national operational and intelligence requirements. A great benefit of the DIA location is the "across the hall" proximity to the Defense Joint Intelligence Operations Center (DJIOC). The two organizations are in the process of integrating their operations centers. The JFCC-ISR launched two ambitious initiatives to redefine ISR allocation and management. The first is a new ISR Global Force Management model that uses a mission-based approach to allocating ISR assets as opposed to a calendar-based one. The second effort is the ISR transition Team. On January 1, 2007, the Team launched an initiative to develop well-understood, practical, and executable best practices for operationally phased ISR support to the combatant commands.

It takes approximately one year for combatant commanders to determine what their intelligence requirements are, force providers to compile what ISR forces and assets can be offered to meet those requirements, and the administrative process to meld that information to present to the Secretary of Defense for approval. If world events change the Combatant Commander's requirements, the process is halted, corrections are made, and the subsequent updates are incorporated into the annual planning process. With current and emergent threats to US interests globally, Combatant Commanders (CCDRs) rely heavily on space-based and air breathing platforms to better understand the battlefield and to develop plans to execute operations against our adversaries. This is due to space-based or air breathing ISR assets being able to provide near real time collection, focused on a combatant commanders intelligence requirement, with specialists trained to collect and process the data gathered from these platforms. This is doctrinally how the Department of Defense accomplishes the Joint Intelligence Preparation of the Operational Environment for Combatant Commanders. Demand for these assets always exceeds capacity. If new tools were developed to assist decision makers and the Global Force Management Allocation Plan (GFMAP) process was reengineered to better support the CCDRs priorities without negatively affecting the force provider, the collection asset, and supporting personnel in the process, it could become an invaluable resource for the Intelligence Community (IC) instead of a burdensome, bureaucratic yearlong process. Reinvigorating Joint Functional Component Command for ISR (JFCC-ISR) will require multi-domain personnel from other Air Force Specialty Codes (AFSCs) along with integrated IC sensors, networks, policy and tools to make ISR an indispensable contributor to our nation's defense enterprise. It will require moving the entire process out of the J-32 and back into a JFCC-type structure to ensure "honest brokering" between the force provider and end user. A senior General Officer will need to manage the operations and people involved in the global strategic allocation process. If the GFMAP process cannot be reinvigorated, regardless of the reason, then it should be replaced with a time sensitive ad hoc system to ensure CCDRs are able to have ISR assets when and where they are needed. A reinvigorated JFCC-ISR and GFMAP process can return the allocation of airborne, cyber and space ISR assets to an effective and efficient process, given the right mix of personnel, management tools, appropriate governance and organization."--Abstract.

This handbook draws on current doctrine, useful results from relevant studies and experimentation, and recognized best practices. It presents some challenges of persistent surveillance to include capability gaps and some potential solutions to these shortfalls, especially in the areas of planning and preparation, managing requirements and tasking, visualization and tracking, and assessment of persistent surveillance missions. It also offers some considerations for the future development of JIPS-related joint doctrine, training, materiel (logistics), leadership education, personnel, facility planning, and policy (DOTMLPF-P). This handbook is based on joint lessons and Service learned data; joint, multinational, and Service doctrine and procedures; training and education material from CAPSTONE, KEYSTONE, and PINNACLE senior executive education programs; joint and Service exercise observations, facilitated after-action reviews and commander's summary reports; related joint concepts; experimentation results; joint exercises and trip reports; joint publication assessment reports; research from advanced concept/joint capability technology development projects and capability development documentation for acquisition programs, and DOTMLPF-P change recommendations. This handbook also includes the results of a two-year analysis and experimentation effort conducted by Joint Doctrine Support Division and Solution Evaluation Division, with participation by all the Services. The JIPS project was driven by the following military problem statement: "The JFC requires adequate capability to rapidly integrate and focus national to tactical collection assets to achieve the persistent surveillance of a designated geographic area or a specific mission set." The genesis/mandate was that five of the top 40 FY 09-10 priority warfighter challenges (WFCs) require persistent surveillance solutions (WFCs 2, 4, 13, 20, 30) as reported by USPACOM, USCENTCOM, and the Marine Corps Combat Development Command. Experimentation included a stakeholder conference; baseline assessment; a constructive simulation effort; a "human-in-the-loop" experiment; and a multi-Service, coalition, live-fly environment experiment that simulated operations in Afghanistan (EMPIRE CHALLENGE 2010). Development of the JIPS handbook is tied to the four major outcomes from experimentation and reflects concepts of operations developed for the proposed DOTMLPF-P change recommendation submission.

The persistent ISR capability would provide combatant commanders with assured and continued observational access to the multitude of elusive adversaries operating in their area of responsibility. However, is the realization of persistence currently achievable in the Department of Defense (DoD)? Insufficient intelligence collection platforms coupled with convoluted command and control responsibilities currently limit the Department capability to achieve persistence in the near term.

The report focuses on traditional target sets against adversaries whose behavior is well understood.
