Available in PDF, EPUB and Kindle. Book excerpt: This book explores the personal and professional lives of women in the Indian Civil Services and analyses the dynamics of gender and workplace identities for women in government. Based on first-hand interviews of women civil servants at various levels and ages, this book presents a narrative of their work conditions, the degrees of authority they exercise and their perceptions of themselves – in relation to their children, husbands, family, male and female colleagues, politicians and the public at large. It addresses pertinent issues like work–family balance, workforce diversity, equal employment opportunity, sexual harassment at the workplace, among others. Through this research, the author addresses questions such as, do women in public administration think differently from their male colleagues? And do they exercise different leadership styles, prioritise different issues, approach problems differently, make decisions in markedly different ways and play an actively representative role? This book helps to identify major obstacles that hinder the participation of women in decision-making and uncovers the bottlenecks that impede women’s advancement in the civil services specifically to policymaking positions. An important and timely study, this book will be useful for scholars and researchers of gender studies, public administration, management and leadership studies. It will also be of interest to organisations working on issues of equal opportunity and affirmative action in public institutions.

Available in PDF, EPUB and Kindle. Book excerpt: This volume is about political corruption and the use of public office for private gain in India. A merit-based bureaucracy was launched in the nineteenth century to control corruption. This system with its pay structure that rewarded civil servants for honest effort was seen as the best solution to political corruption. It was based on the assumption that if merit was made the basis of administration, it would exclude private interest. However, the merit-based civil service system failed to restrain corruption because the ruling politicians had preferences on how to use a public bureaucracy and these preferences translated into an incentive structure, which governed the behaviour of civil servants. The author proposes an alternative paradigm—the New Public Management Modelߞwhich is being implemented in Great Britain, Australia, New Zealand, and Sweden.

Available in PDF, EPUB and Kindle. Book excerpt: This book is concerned with the civil services of the United Kingdom, examining their characteristics and trends since 1970. It provides a map of the British civil service beyond Whitehall, giving an individual country-by-country analysis of the civil services of the UK. It considers the implications of the changing nature of the civil services for our understanding of British governance, especially in the context of the public sector management reforms of the 1980s and 1990s and the impact of constitutional change (chiefly devolution) since 1998. Given that devolution has been characterized as a process rather than an event, the book brings to bear evidence of how existing longstanding differences within some parts of British public administration may come to be replicated elsewhere in the UK. The authors also explore two controversial propositions. First they ask whether Britain is moving from the unitory, strong executive of the 'Westminster model' to a 'differentiated polity' characterized by institutional fragmentation. Second, they consider whether an unintended consequence of recent changes is a 'hollowing out of the state'. Is the British executive losing functions downwards to devolved governments and special-purpose bodies and outwards to regional offices and agencies with a resulting loss of central capacity? Substantial empirical data (both quantitative and qualitative) has been amassed here in order to give answers to these questions. Decentralizing the Civil Service assesses the UK's changing civil services in the wake of two decades of public sector management reforms and New Labour's constitutional reform programme, most notably devolution to Scotland, Wales and Northern Ireland. This assessment has significant implications for how we view governance in the UK.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume examines policies aimed at increasing the representation of women in governing institutions in six South Asian countries. Divided into three parts, it addresses the implications of uniformity and diversity for the substantive representation of women in parliament, civil service and local government. The contributing authors explore the scope and limits of ‘positive discriminatory policies’ within distinct country contexts, and the implications of the lack of such policies in other countries. Their findings shed new light on the extent to which the higher presence of women in different governing institutions matters, particularly in respect of promoting women’s issues; and also on the way men and women in different governing institutions look upon each other’s roles and adopt strategies for mutual adjustment. This innovative collection will appeal to students and scholars of gender studies, public policy and administration, international relations, law and political science.
