Book excerpt: Many scholars on Malaysia have recognized that Salafism-Wahhabism has penetrated substantially into the countr's political and social life. The southern state of Johor has always been considered, and remains, the bastion of kaum tua, with its religious institutions dominated by ulama (religious scholars) who are traditionalist in character but tolerant of religious practices that are infused with local culture and mysticism. These scholars have also tended to maintain conservative attitudes on gender issues, inter-religious relations, and intra-faith differences. The Sultan of Johor appoints the Mufti whose primary role is to issue fatwas (religious rulings) and be the ex-officio of the Johor Islamic Religious Council, the highest Islamic body in the state. Johor's Muftis are dominantly political quietists, and loyal to the ruling family. Occasional interventions by the Sultan of Johor in the religious sphere have proved crucial in ensuring that the state maintains its Malay character. The Sultan also acts to protect the state's religious institutions from encroachment by the federal government.

Book excerpt: In 1990, the Malaysian state of Johor—along with Singapore and the Indonesian island of Batam—launched the Growth Triangle to attract foreign direct investment. For Johor, this drive was very successful, transforming its economy and driving up income levels. Today, Johor is one of Malaysia’s “developed” states, housing large clusters of electrical and electronics, food processing, and furniture producing firms. While welcome, this structural transformation has also entailed important challenges and strategic choices. After three decades, Johor’s manufacture-for-export model is under question, as it faces increasing competition and flat-lining technological capabilities. In response, the state has sought to diversify its economy through strategic investments in new, mostly service-based activities. Yet, Johor retains pockets of excellence in traditional sectors that also require support and policy attention. The state’s economic transformation has also been accompanied by far-reaching political, social, and environmental change. Book excerpt: Until approximately two decades ago, the Democratic Action Party (DAP) struggled to make inroads in Johor due to: (1) the unique historical developments in the state, which benefited its primary opponent Barisan Nasional (BN), and (2) the decentralized party structure in Johor with party branches serving as the main player responsible for grassroots mobilization and campaigning, which resulted in an underdeveloped and less cohesive state party structure. Despite Lee Kaw playing a crucial leadership role for the nascent party to take root in the state, Johor remained in the periphery during the initial decades of the party’s establishment. The party managed to achieve some electoral success only in central Johor around the Kluang. The party achieved a rare breakthrough in Johor during the 1990 General Election when numerous Chinese educationalists allied with the DAP under the call of then Dong Zong chairman Lim Fong Seng. However, the national alliance frayed soon after, with the DAP losing its momentum in Johor by the next general election. Dr Boo Cheng Hau inherited the decentralized state leadership structure when he became the DAP Johor chairman in 2005. Under Dr Boo’s leadership the party prioritized welfare provision and constituency services in several state constituencies, particularly Skudai (in Gelang Patah) and Bentayan (in Bakri). The grassroots machinery was also strengthened while mechanisms were established to resolve intra-party conflicts in the lead-up to general elections. In the 2008 General Election, these efforts paid off and DAP Johor achieved its (till then) best results by capturing four state constituencies--including Skudai and Bentayan--in addition to the Bakri parliamentary seat. In the aftermath of GE2008, where DAP made unprecedented gains in Penang, Selangor and Perak, the national DAP leadership began to shift their attention towards Johor as the latter was perceived as the next frontline state. The party continued its upward swing and made unprecedented gains in the 2013 General Election. As DAP maintained its momentum, coupled with the success of other Pakatan Harapan (PH) component parties in Johor during the 2018 General Election, the DAP under the PH coalition displaced BN as the Johor state government.

The state is economically vital to the country: it is the birthplace of the United Malays National Organization (UMNO); and it has a large number of parliamentary seats. Johor-specific dynamics that have worked to the advantage of the ruling coalition include: UMNO’s unique links with the state; the tight control over religion; and the phenomenal scale and success of the Federal Land Development Authority (FELDA) scheme. Despite these advantages, support for the ruling coalition has been slipping across the state. Furthermore, the emergence of new parties such as Parti Pribumi Bersatu Malaysia (PPBM) will challenge Barisan Nasional’s control over Johor’s rural and Malay heartland. The redelineation of parliamentary and state constituencies now underway is however likely to benefit BN, and recent survey data indicate that Johoreans are yet to be attracted to the reconfigured opposition coalition, Pakatan Harapan. Thus, while BN may suffer a drop in support, it is likely to retain power in Johor.

Book excerpt: The concept of the Islamization of knowledge was introduced by Syed Muhammad Naquib Al-Attas in the late 1970s. It aimed to detach knowledge from Western culture and civilization in order to replace it with Islamic concepts, frameworks and values. The Islamization of knowledge was to occur in the fields of education and culture, manifesting in changes to the syllabus in institutions of higher learning and niche areas of interest in selected research institutes. In the field of culture, however, it resulted in an unintended consequence of Malay literature being heavily characterized by Islamic elements. Over the years, proponents of the Islamization of knowledge in Malaysia have moved beyond the fields of education and culture. They have entered the mainstream and become part of the state machinery, thus possibly impacting national policies. The concept has also evolved and arguably led to the strengthening of Islamic conservatism among Malaysian intellectual and cultural elites. More specifically, its exclusivist thinking does not augur well for intra- and intercommunal relations in the country.

Book excerpt: The Forest City project in Johor, Malaysia is part of a larger plan to elevate Johor to development success, similar to Shenzhen's evolution from Hong Kong's backwaters to being a modern metropolis. However the project was embroiled in controversy from the beginning. The mixed development was meant to create sustainable homes, recreational areas, schools and business infrastructure that would house about 700,000 people, generate annual revenues of about RM30 million for the state, and create more than 60,000 jobs, including a substantial number for locals through a quota. Sudden capital controls imposed by China on its citizens in early 2017 put a spanner in the works. Middle-class Chinese struggling to afford homes in China's big cities were Forest City's prime clientele and the new regulations preventing the transfer of funds for property purchase and the use of credit cards for investment transactions have brought future sales and the completion of signed commitments into question. Forest City will now have to focus on other markets in order to meet its sales targets. While the project has its merits, the economic benefits might be overstated as a number of socio-economic and environmental impacts have not been fully taken into account.

Bruckmayr traces how these dynamics resulted inter alia in a history of local Islamic factionalism, culminating in the eventual state recognition of two separate Islamic congregations in the late 1990s.

Since ascending to the throne in 2010, he has constructed a prominent media profile and been active in many areas of policy-making. He reinstated the Islamic week, suggested expanding the role of the Johor Military Force, and promoted a unique state identity. Planned initiatives by him include a Bank of Johor, a large-scale low-cost housing scheme, as well as a maglev train linking the eastern and western parts of the state's southern coast. Sultan Ibrahim Ismail has also weighed in on national-level issues, such as the quality of national education and bilateral relations with Singapore. While the more ceremonial aspects of his actions are inspired by the pivotal role traditionally played by Malay rulers, the more operational aspects hark back to the colonial era when Johor had a reputation for modern administration, well-developed infrastructure, and a high degree of autonomy. At its core, the Sultan raises questions about Malay leadership, and may revive a long-standing contest between the rulers and the political elite, sometimes referred to as a battle between ""princes and politicians"".

Malaysia is a multi-religious country prone to inter- and intra-group controversies, and as a rule, the government favours preventive and restrictive measures in order to elude religious strife and hate speech. The concept of freedom of religion in Malaysia is different from that in the West. Religious expression in Malaysia has been a highly contentious issue ever since the 1980s when the then-Prime minister Mahathir Mohamad embarked on his "Islamization policies" project. This paper examines recent cases of blasphemy, hate speech and the contentious "Allah" issue. The government, on one hand, tries to maintain political stability and racial harmony in Malaysia but on the other attempts to maintain the status-quo especially with regards to declaring Malaysia an "Islamic state" and imposing Islamization policies.
