The data came from the 1978 Department of Defense Survey of Officers and Enlisted Personnel conducted by the Rand Corporation. The population analyzed was black and white officers in all four services, with the ranks of 01 through 03, who were still within their initial period of obligated service. Factor analysis was performed on a set of job characteristics to determine if differences existed between the black and white officers in the ranking and relative importance of these characteristics. The results of the factor analysis were used to formulate two multivariate models that explain job satisfaction for black and white officers separately. Knowledge of the aspects of work that are important to these officers can provide manpower planners with information that can improve that attainment of recruiting and retention goals in the future.

The study analyzed black, hispanic and white enlistees in all four branches of service. Bivariate analysis, factor analysis and regression analysis was performed to determine the effect of race on those factors considered to be determinants of job satisfaction. The results of the analysis indicated that race was a significant effect on the determination of job satisfaction. An understanding of the effect of race to factors that determine individual's satisfaction will give military policymakers greater opportunities for control over behaviors such as enlistment and retention.

Book excerpt: This research summarizes results from a special analysis of data from the 1995 administration of the Sample Survey of Military Personnel (SSMP). The analysis identified differences between Black and White Army officers and enlisted personnel on factors related to job satisfaction and intention to commit to a career in the Army. Findings show that Black officers and enlisted personnel are more likely than their White counterparts to be satisfied with certain job characteristics, basic benefits, housing, duty assignments, and overall quality of Army life. Black soldiers also subscribe to more egalitarian attitudes concerning male/female work teams and performance but are more negative about racial discrimination and equal opportunity issues. White officers and enlisted personnel are more likely than Black to report joining the Army from a desire to serve their country, experiencing higber levels of stress and lower levels of personal and unit morale, and believing that males work harder and perform better than females. The analysis also identified racial and gender differences among different groups in the area of career intentions: Black female officers and Black male and female enlisted personnel are more likely than the corresponding White groups to intend to stay in the Army until retirement. In comparison, White female officers and White male and female enlisted personnel are more likely to intend to leave the Army after their present obligation.

Studies of the American Soldier during World War II found patterns of service-related attitudes among black soldiers that anticipated contemporary concerns. Black soldiers, on the average, expressed a greater sense of pride in their units, a greater sense of importance of their Army jobs, and more interest in their Army jobs, than did white soldiers. Black soldiers were also more likely than whites to feel that their Army training would help them get better civilian jobs. However, in terms of their physical condition and general well-being, black soldiers during World War II gave more negative responses than did white soldiers. Regarding all of these variables as indicators of job satisfaction, Stouffer and his colleagues concluded that 'there is no evidence that Negroes' general level of job satisfaction was higher than that of whites ... No conclusion can safely be drawn as to the comparative general level of job satisfaction, although there would seem to be little doubt that the Negro was somewhat more prone to regard his job as important and interesting. Book excerpt: This study examines the extent to which experiences perceived as racial discrimination by victims affect reported levels of job-related satisfaction among military personnel. Data from the Armed Forces Equal Opportunity Survey (AFEOS) and the Military Equal Opportunity Climate Survey (MEOCS) are analyzed separately. Comparison of the two analyses confirms positive relations among racial/ethnic groups or, more generally, a healthy climate for equal opportunity is associated with higher levels of satisfaction related to job security, opportunity to acquire skills, and overall job satisfaction. Conversely, experiencing discrimination attributable to military sources is associated with lower satisfaction levels. Recommendations are offered to include additional items in the MEOCS, based on items included in the AFEOS, to enable more detailed longitudinal assessments of discrimination experienced by survey respondents.

Book excerpt: ABSTRACT: To date there are significant gaps in the literature examining the links between women in nontraditional career field's perceptions of workplace climate and job-related outcomes. Specifically, racial/ethnic identity of women in nontraditional career fields is often overlooked or is narrowly defined, thus important contextual facets of women's experiences are unexamined. Additionally, the majority of research that examines women in nontraditional career field's perceptions of discrimination focuses on sexist discrimination, few studies examine racist discrimination, and none have examined simultaneous links of racist and sexist discrimination with job-related outcomes. Our study examined three aspects of perceptions of workplace climate (perceived racist and sexist discrimination and perceived diversity inclusive climate) with three job-related outcomes (perceived work group effectiveness, job satisfaction, and organizational commitment) with a sample of 1,452 women officers in the military. Path analytic finding indicated that all three types of perceptions of workplace climate had significantly unique direct and indirect links to one or more of the three job-related outcomes. However, there were differences among the racial/ethnic groups in the strengths of the links between the variables of interest. Implications for future research and organization policy and practice are discussed.

These officers must beretained and promoted for the senior officer ranks to become as diverse asthe junior officer ranks are today. This report examines whether minorityand women officers obtain these promotions and choose to continue in theircareers at the same rate as other officers. The authors conducted tworesearch efforts: analyzing personnel records and interviewing midcareerofficers, personnel managers, and promotion board members individually andin focus groups. Results for minorities other than blacks were limited dueto small sample sizes. White women were found to be less likely to reachhigher officer ranks than were men, mostly because they chose to leave themilitary between promotions. Black male and black female officers generallyfailed promotions in higher proportions than did white males, but were morelikely to stay in the military between promotions. The interviews and focusgroups revealed different perceptions about careers: Black officers seemedto have greater difficulty forming all-important peer and mentorrelationships and overcoming initial expectations of lower performance.Women's careers have been affected by limited occupational opportunities,inconsistent acceptance of their role as military officers, harassment, andfamily conflicts.

The relative lack of minorities in these fields has a significant impact on the diversity of the senior leadership. The authors examine the Army Reserve Officers' Training Corps classification process and find that that there is a relationship between career field selection, racial/ethnic status, and membership in the senior officer corps -- a connection that appears to stem, at least in part, from racial and ethnic differences in the occupational preferences of officer cadets. Because the reasons behind these preferences are still unknown, the authors urge a full-scale study of the issue.
