Download or read book Women and Men of the States written by Mary E. Guy and published by Routledge. This book was released on 2016-09-16 with total page 278 pages. Available in PDF, EPUB and Kindle. Book excerpt: This text discusses and compares men's and women's career patterns in state government. It is based upon newly conducted original research surveys in six states. From this research, generalisations are made concerning commonalities and differences between men's and women's experiences in public adminstration at the state level. This is a new area of research: while much has been done at the federal level (and there is a federal database to work from) until now little work has been done and little data is available for the states.

Book Synopsis Managing Diversity In Public Sector Workforces by : Norma Riccucci
Download or read book Managing Diversity In Public Sector Workforces written by Norma Riccucci and published by Routledge. This book was released on 2018-03-08 with total page 147 pages. Available in PDF, EPUB and Kindle. Book excerpt: Addresses increased diversity in government work forces, and management strategies appropriate for managing diversity. Today, public employers are poised to create productive work forces that are represented of the global population. As we enter the twenty-first century, Americas workforce looks markedly different than it ever has before. Compared with even twenty years ago, more white women, people of color, disabled persons, new and recent immigrants, gays and lesbians, and intergenerational mixes now work in America. The way in which government employers embrace this opportunity of diversity will clearly distinguish effective and efficient organizations from those which are unproductive and unable to meet the demands and necessities of the American people in the new century. This book addresses the demographic changes to the labor force and workplace and the ways in which government employers are managing the imminently diverse populations that now fill public sector jobs. It addresses the specific management strategies and initiatives relied upon by public sector employers as well as the implications of effectively managing variegated workforces for the overall governance of American society.
Book Synopsis Public Personnel Administration and Labor Relations by : Norma M Riccucci
Download or read book Public Personnel Administration and Labor Relations written by Norma M Riccucci and published by Routledge. This book was released on 2015-03-26 with total page 580 pages. Available in PDF, EPUB and Kindle. Book excerpt: The readings in this volume will enlighten and enliven the contents of any standard public administration text covering human resource management. Selected mainly from the pages of Public Administration Review and Review of Public Personnel Administration, these classic articles trace the historical and evolutionary development of the fields of public personnel administration and labor relations from the point at which the first civil service law was passed - the Pendelton Act in 1883 - through the 21st century. The collection covers everything from the seminal concerns of civil service (e.g., keeping spoils out) to topics that early reformers would never have envisioned (e.g., affirmative action and drug testing). These works continue to inform the theory and practice of public personnel and labor relations. To facilitate an instructor's ability to assign readings that illuminate lectures and course material, a correlation matrix on the M.E. Sharpe website shows how this book can be used easily alongside eight leading textbooks.

Available in PDF, EPUB and Kindle. Book excerpt: In 1968 a theory of social equity was developed and put forward as the "third pillar for public administration, with the same status as economy and efficiency as values or principles to which public administration should adhere. Considerable progress has been made in social equity in the past 20 years. Theoretically, the works ofRawls and Rae and associates provide a language and a road map for understanding the complexity of the subject. The courts were especially supportive of principles of social equity in the later years of Chief Justice Earl Warren and during the years of Chief Justice Warren Burger. The present period, marked by the leadership of William Rehnquist, evidences a significant drawing back from the earlier commitment to equity. The decisions of state courts, based upon state constitutions and the common law, hold considerable promise for advancing social equity principles. Scholarly research demonstrates the belief of the American people in fairness, justice, and equality and their recognition of the complexity of the subject and their ambivalence toward competing claims for equality. Research on public administration finds that bureaucratic decision rules and the processes of policy implementation tend to favor principles of social equity.

Book Synopsis Glass Walls and Glass Ceilings by : Margaret Reid
Download or read book Glass Walls and Glass Ceilings written by Margaret Reid and published by Bloomsbury Publishing USA. This book was released on 2003-12-30 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: Reid, Kerr, and Miller seek to redress the lack of systematic, generalizable research on women's representation in state and municipal bureaucracies by focusing specifically on the representation of female managers in high-level policy and decision-making positions in their agencies or departments. Their primary interest is in examining the distribution of women and men in state and municipal administrative and professional positions by agency and over time (from 1987 through 1997) in order to determine if, first, agency missions are associated with glass walls and glass ceilings, and, second, whether, relative to white women, African American women and Latinas have made progress in laying claim to a greater share of managerial positions in public-sector agencies. Their analysis reveals a richly textured and complicated set of factors and interrelationships that vary widely across different policy areas, agency contexts, and levels of government. They show continued patterns of underrepresentation in agencies with regulatory and distributive policy commitments while showing some improvements in those agencies that tend to be traditionally populated by women, health, welfare, and social services, for example.
Book Synopsis Women, Minorities, and Unions in the Public Sector by : Norma Riccucci
Download or read book Women, Minorities, and Unions in the Public Sector written by Norma Riccucci and published by Praeger. This book was released on 1990-01-19 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: Riccucci presents a well-researched analysis of the public-sector relationship of women and minorities to unions as well as the influence of unions on the wage and employment opportunities of women and minorities. Separate chapters discuss female and minority membership in public-sector unions, the legal obligations of unions to females and minorites, joint labor-management cooperation, including equal-opportunity and affirmative action committees and apprenticeship programs, women in uniformed service jobs, and unions and comparable worth. Choice Although in recent years much attention has been paid to affirmative action and the employment patterns of women and minorities in the public sector, there has been little attention placed on union involvement in these employment patterns; the role of unions in the private sector has been of concern to policymakers and scholars for decades. In Women, Minorities, and Unions in the Public Sector, Riccucci examines this discrepancy on the premise that although unions in the public sector are important decision makers in the employment of women and minorities, they are overlooked largely because their formal powers tend to be circumscribed due to their operation in the government as opposed to the private sector sphere. The research presented in this book suggests that unions in the public sector often possess de facto power to influence the employment progress of women and minorities in government work forces. Through legal, political, and historical frameworks, Riccucci examines the patterns of union involvement and addresses issues that are pertinent to both women and minorities. She provides an up-to-date list of case law as well as current data on the percentage of women and minorities in public sector unions.
