Once, the term referred to enterprises where business was carried out without adequate shelter or workspace. Today, "jua kali" means Kenya's small-scale, informal work sector, encompassing micro- and small enterprises (MSEs) as well as small and medium enterprises (SMEs). This thesis uses both qualitative and quantitative methods of research to look at job creation in the jua kali sector, highlighting problems that hinder this sector from creating more employment. Lack of access to sufficient capital impairs growth. Without funds, jua kali artisans are unable to modernise their production, and they cannot afford the modern premises their customers expect. Sometimes they face eviction from the Nairobi City Council. Jua kali artisans also lack innovation in their production methods; they cannot afford experts to train them in design, and the cost of raw materials keeps rising. They also do not enjoy the media promotion and advertisement that are routinely given to goods imported into Kenya, and manufactured by large Kenyan factories. Their products face stiff competition from so-called "dumped goods" from outside Kenya. The government of Kenya is looking into ways of boosting the private sector that includes jua kali, which may help jua kali artisans tackle these persistent problems.
