Unfortunately, the common ground required for a negotiated settlement in regards to Jerusalem will never be found. Its religious value to Muslims, Jews and Christians alike have contributed to three millennia of monumental abuse, depravity and sacrifice, which acts as a limitless reservoir of cultural; sunk costs no contemporary government can or will ignore. Therefore, the only way a lasting solution to peace in the Middle East can be found is by a forced settlement that Israelis and Palestinians will find palatable. If all parties perceive that there is no real winner then they are more likely to accept a mandate that is less than desired. The last requirement is to develop a governmental construct that gives both Israel and Palestine as much local sovereignty over individual neighborhoods and holy sites as possible. This book suggests a new international construct. Instead of the old Corpus Separatum proposed by the United Nations, more appropriate form would be a Corpus Universitas, or world city, where everyone is a citizen of Jerusalem. One where the city is administered under revocable power by a UN member nation not associated with any of the three monolithic religions, is sanctioned, supervised and legitimized by the United Nations and it legislated by a two-tier system controlled by a council equally represented by Jews, Christians and Muslims.

Both sides have made it clear that any two-state solution must include Jerusalem as the capital and seat of government for both parties. Religion and history make sharing bitterly difficult. The world has invented a multitude of peace plans, but none has stuck. A viable plan must be developed and agreed to by both sides to make any real lasting progress towards peace. The problem-solving methodology was used to conduct this research. First, research into the history of Palestine and Jerusalem and its role in Judaism, Christianity and Islam was conducted to determine how history lends legitimacy to the claims made by both parties to the land of Palestine. Similarly, research into the Zionist movement and the resulting Arab nationalist movement was conducted to understand why both people want Jerusalem as their national capital, why the hatred is so strong and how these movements make solving Jerusalem difficult. Next, peace proposals and plans were evaluated to gain an understanding of the role of Jerusalem in those plans and final status discussions and why the offers made at Camp David for dividing Jerusalem were not accepted. Lastly, some conclusions on the question of how to address Jerusalem in final status negotiations. Jerusalem may be better served if addressed first, instead of last on any peace agenda. If it is so difficult, it is imperative to build goodwill by going directly to this matter before others during final status negotiations. In addition, there are three distinct functions within Jerusalem that must be addressed - religion, municipal administration and political sovereignty. Approaching each separately in context to a single solution may allow more adaptable solutions."--Abstract.
