He corresponds with Charles Willson Peale about modifications to the polygraph writing machine. He prepares instructions for an expedition to explore the Arkansas and Red Rivers. William Clark and Meriwether Lewis send him maps and natural history specimens from St. Louis. Alexander von Humboldt visits Washington. News arrives that a daring raid led by Stephen Decatur Jr. has burned the frigate Philadelphia to deprive Tripoli of its use. Jefferson is concerned that mediation by Russia or France to obtain the release of the ship’s crew could make the United States appear weak. Commodore Samuel Barron sails with frigates to reinforce the squadron in the Mediterranean. Jefferson appoints John Armstrong to succeed Robert R. Livingston as minister to France and attempts to persuade Lafayette to move to Louisiana. In Paris, Napoleon is proclaimed Emperor of the French. Jefferson has “brought peace to our Country and comfort to our Souls,” John Tyler writes from Virginia.

Book excerpt: This report describes the background of the Association of Research Libraries Microform Project and summarizes results of the survey from which the database of the project's clearinghouse on the bibliographic control of microforms has been constructed. The Microform Project was established in 1981 to assist libraries, microform publishers, and the bibliographic utilities in their efforts to achieve bibliographic access to titles in microform sets. The primary tool in providing this assistance is a Microform Cataloging Clearinghouse, the main purposes of which are to facilitate the cataloging of titles in microform sets and prevent duplication of effort. The clearinghouse database is based on the results of a survey sent to participants in the four major bibliographic utilities as well as the few major libraries that do not participate in them. The 535 useful survey returns which were received show that a large number of libraries catalog titles in microform sets and that most of them create machine-readable records for at least some of the sets they catalog. A copy of the survey questionnaire and additional information on the survey and the clearinghouse are appended. (DMC)

Book excerpt: How did American doctors come to be licensed on the terms we now take for granted? Licensed to Practice begins with an 1891 shooting in Wheeling, West Virginia, that left one doctor dead and another on trial for his life. Formerly close friends, the doctors had fallen out over the issue of medical licensing. Historian James C. Mohr calls the murder “a sorry personal consequence of the far larger and historically significant battle among West Virginia’s physicians over the future of their profession.” Through most of the nineteenth century, anyone could call themselves a doctor and could practice medicine on whatever basis they wished. But an 1889 U.S. Supreme Court case, Dent v. West Virginia, effectively transformed medical practice from an unregulated occupation to a legally recognized profession. The political and legal battles that led up to the decision were unusually bitter—especially among physicians themselves—and the outcome was far from a foregone conclusion. So-called Regular physicians wanted to impose their own standards on the wide-open medical marketplace in which they and such non-Regulars as Thomsonians, Botanics, Hydropaths, Homeopaths, and Eclectics competed. The Regulars achieved their goal by persuading the state legislature to make it a crime for anyone to practice without a license from the Board of Health, which they controlled. When the high court approved that arrangement—despite constitutional challenges—the licensing precedents established in West Virginia became the bedrock on which the modern American medical structure was built. And those precedents would have profound implications. Thus does Dent, a little-known Supreme Court case, influence how Americans receive health care more than a hundred years after the fact.
