This book, first published in 1989, examines the growth of protectionist sentiment and the Japanese response to it. It examines in detail the debates within Japan and discusses the measures which the Japanese took, including the voluntary export restraint measure in the motor sector. It concludes that, broadly, the Japanese did indeed respond to world demands for their market to be opened up but that successful exporting to Japan depended equally on efforts by Western companies to service that market, which they were slow to do.

Governments in virtually all advanced industrial countries have extended the visible hand of the state in assisting specific industries or individual companies. Although greater government involvement in some countries has lessened the dislocations brought about by slower growth rates, industrial policy has also caused or exacerbated a number of other problems, including distortions in the allocation of capital and labor and trade conflicts that undermine the postwar system of free trade. Only Japan is widely cited as an unambiguous success story. The effectiveness of its industrial policy is revealed in the successful emergence of one government-targeted industry after another as world-class competitors: for example, steel, automobiles, and semiconductors. Foreign countries fear that a number of still-developing industrieslike biotechnology, telecommunications, and information processingwill follow the same pattern. He takes exception to the traditional view that policy bureaucrats in Japan are autonomous and insulated from societal pressures, arguing that the private sector in Japan has been actively involved in developing and implementing industrial policy. After carefully defining his conceptual framework, Uriu presents case studies of four industries: cotton spinning, steelmaking in minimills, synthetic fibers, and ship building, along with less detailed examinations of coal mining, aluminum smelting, paper, and steelmaking in integrated mills. These industries, he suggests, have sought public policies that enable them to manage competition domestically. In particular, they have fostered cartels to control production or capacity levels in an attempt to stabilize their industry's conditions. In textiles, steel, and ships, Uriu focuses on several of the industries most important to Japan's early postwar economic successes, the very ones first to confront the problems of decline and adjustment. Uriu also shows how Japan's policy choices more recently have become constrained by changes in the domestic antitrust environment and in Japan's external relations. In particular, pressures from Japan's trading partners have limited the policy tools available to Tokyo. As a result, industries have experienced increasing difficulties over time in managing competition in the domestic market. Analysts need to integrate domestic and international factors more carefully, Uriu argues, in order to trace more accurately the interactions between industry actors and the policy environment they face.

Book excerpt: We develop new economic policy uncertainty (EPU) indices for Japan from January 1987 onwards building on the approach of Baker, Bloom and Davis (2016). Each index reflects the frequency of newspaper articles that contain certain terms pertaining to the economy, policy matters and uncertainty. Our overall EPU index co-varies positively with implied volatilities for Japanese equities, exchange rates and interest rates and with a survey-based measure of political uncertainty. The EPU index rises around contested national elections and major leadership transitions in Japan, during the Asian Financial Crisis and in reaction to the Lehman Brothers failure, U.S. debt downgrade in 2011, Brexit referendum, and Japan’s recent decision to defer a consumption tax hike. Our uncertainty indices for fiscal, monetary, trade and exchange rate policy co-vary positively but also display distinct dynamics. VAR models imply that upward EPU innovations foreshadow deteriorations in Japan’s macroeconomic performance, as reflected by impulse response functions for investment, employment and output. Our study adds to evidence that credible policy plans and strong policy frameworks can favorably influence macroeconomic performance by, in part, reducing policy uncertainty.
