Excerpt: ...As to the cause of the apparent lack of any campaign for the greater use of bankers' acceptances in Japan, a well known Japanese banker told the author personally that certain officials in the Bank of Japan do not favor the introduction of bank acceptances for many reasons. One is that Japanese financial conditions, with the poor accounting system and the consequent difficulty in obtaining credit information, are not well fitted for such an introduction. Be that as it may, the Bank of Japan never ma'de any statement in regard to the progress of the bankers' acceptance in Japan, either in its own financial statements or in any other publilications, while the financial statements of commercial banks do not show the bankers' acceptances as a separate item, but include them under the item called "payments guaranteed," which consists of a guaranty of payment of certain checks, letters of credit and other liabilities besides! 1Tokyo Bankers' Magazine, February, 1920, p. 189. bankers' acceptances. In consequence, it is impossible to obtain any definite information as to the progress of bankers' acceptances in Japan. Some years ago, the president of one of the government commercial colleges expressed the view that Japan should not hastily introduce bankers' acceptances.1 Against this! view, it should be said that the introduction of the system and a vigorous campaign for its use would certainly aid in bringing about conditions favorable to the adoption of bankers' acceptances. Book excerpt: At the beginning of the 1990s, a massive speculative asset bubble burst in Japan, leaving the nation's banks with an enormous burden of nonperforming loans. Banking crises have become increasingly common across the globe, but what was distinctive about the Japanese case was the unusually long delay before the government intervened to aggressively address the bad debt problem. The postponed response by Japanese authorities to the nation's banking crisis has had enormous political and economic consequences for Japan as well as for the rest of the world. This book helps us understand the nature of the Japanese government's response while also providing important insights into why Japan seems unable to get its financial system back on track 13 years later. The book focuses on the role of policy networks in Japanese finance, showing with nuance and detail how Japan's Finance Ministry was embedded within the political and financial worlds, how that structure was similar to and different from that of its counterparts in other countries, and how the distinctive nature of Japan's institutional arrangements affected the capacity of the government to manage change. The book focuses in particular on two intervening variables that bring about a functional shift in the Finance Ministry's policy networks: domestic political change under coalition government and a dramatic rise in information requirements for effective regulation. As a result of change in these variables, networks that once enhanced policymaking capacity in Japanese finance became "paralyzing networks"--with disastrous results.

Book excerpt: Ayukawa Yoshisuke (1880-1967) was the founder of the Nissan conglomerate and the leader of the Manchuria Industrial Development Corporation, one of the linchpins of Imperial Japan's efforts to economically exploit its overseas dependencies. Despite his close association with the Japanese government from the 1920s to the 1950s, Ayukawa was a proponent of free trade and global economic interdependence. He sought to lessen state control of Japan's economy by trying to attract foreign--especially American--capital and technology in the years surrounding World War II. In the postwar era in particular, Ayukawa actively pushed the growth of small- and medium-sized firms, yet his efforts were ultimately unsuccessful. In Unfinished Business, through exploring the reasons for Ayukawa's failure, Iguchi illuminates many of the economic problems of today's Japan.

While most data for the United States and Japan are directly comparable, there are some definitional differ ences in particular statistical series; in such cases, em phasis is placed on each country' s trends rather than on absolute values. Appendix A, Technical Notes, details such differences and any adjustments that were made to the Japanese or US data to make them more com parable. Another comparative problem arises when Japanese expenditures are converted into US dollars. Yen-dollar market exchange rates have become rather volatile, re ecting dynamics that are increasingly independent of the relative purchasing power of the currencies. To avoid the distortions that arise froi'n market exchange rate con versions, purchasing power parities calculated by the Organisation for Economic Co-operation and Develop ment are used to convert yen to dollars. Additionally, gnp implicit price deflators are used to convert current dollars into constant 1982 dollars in order to provide time series data that re ect real, rather than nominal, trends in expenditures.
