He takes exception to the traditional view that policy bureaucrats in Japan are autonomous and insulated from societal pressures, arguing that the private sector in Japan has been actively involved in developing and implementing industrial policy. After carefully defining his conceptual framework, Uriu presents case studies of four industries: cotton spinning, steelmaking in minimills, synthetic fibers, and ship building, along with less detailed examinations of coal mining, aluminum smelting, paper, and steelmaking in integrated mills. These industries, he suggests, have sought public policies that enable them to manage competition domestically. In particular, they have fostered cartels to control production or capacity levels in an attempt to stabilize their industry's conditions. In textiles, steel, and ships, Uriu focuses on several of the industries most important to Japan's early postwar economic successes, the very ones first to confront the problems of decline and adjustment. Uriu also shows how Japan's policy choices more recently have become constrained by changes in the domestic antitrust environment and in Japan's external relations. In particular, pressures from Japan's trading partners have limited the policy tools available to Tokyo. As a result, industries have experienced increasing difficulties over time in managing competition in the domestic market. Analysts need to integrate domestic and international factors more carefully, Uriu argues, in order to trace more accurately the interactions between industry actors and the policy environment they face.

Most of these products were initially developed in Western countries, but by the early 1990s some of the world's largestcompanies in the field were Japanese. This book explains the resurgence of Japan's IC giants, their global status, and their strengths and weaknesses. Empirical scrutiny of their evolution is the author's own theory of the most appropriate method for studying the dynamics of long-term industrialchange. While the Japanese motor vehicle and consumer electronics industries have been relatively well analysed, there are no comprehensive up-to-date studies of the Japanese IC industry. This book addresses the questions consequently left unanswered: How were Japanese IC companies able tocatch up with their western rivals--and in some cases overtake them? How have Japanese IC companies responded to the post-IBM world of computing? Why do they remain primarily dependent on the Japanese market? Why do they combine competences in computers, semiconductors, and telecommunicationsequipment, while their US counterparts are far more specialized? What role has been played by the Japanese government and the system of controlled competition in their success? Will Japanese IC companies become increasingly competitive internationally in the future? The author extends theevolutionary approach to the organization of the firm and industry developed by such writers as Schumpeter, Nelson, Winter, and Chandler. He argues that in order to understand the evolution of companies and industries, it is necessary to create a theory of the firm capable of encompassing thedevelopment of real firms in the real world in real time. This approach stresses the importance of the beliefs that are constructed in the firm under conditions of 'interpretive ambiguity', which guide the firm's decisions and its reactions to new technologies. Lengthy analyses of NEC and NTT (byfar the world's largest company in terms of market value; its future currently under government scrutiny), and of the computing, switiching, and optical fibre industries, illustrate these concepts. Tracing the strategies by which the textile industry has survived, he provides a distinctive view of Japanese capitalism in a climate of change. McNamara reconstructs a world riven by the competing interests of state and capital, firm and industry, labor and management, mill and merchant. We encounter giant "mogul" companies and upstart independent "mavericks"—such firms as Toray, Toyobo, Itochu, Tsuzuki, Kondobo, Onward, and Renown—all hustling to restructure for survival. Drawing on extensive interview data as well as recent Japanese and English-language work in political economy and social anthropology, McNamara describes a dynamic of competition between moguls and mavericks in a turbulent business torn by divisions but bound together by compromise. He finds that, despite enormous international pressures, the industry has maintained much of its market share, largely because state bureaucrats and leaders of major firms have managed to create a cooperative politics of adjustment. A corporatist structuring of interests, he concludes, has helped to moderate decline and maintain stability, permitting survival among the moguls without preventing the successful participation of mavericks.
