Government ministries have been reorganised, prime ministerial powers strengthened, and rules for electing the lower house of parliament overhauled. Furthermore, frequent formation, merger, splintering and disappearance of new parties have continued for more than two decades. How do citizens make sense of politics amidst such rapid shifts? The authors address this question by focusing on attitudinal and behavioural changes and continuities with respect to political ideology. They explore what issues citizens associate with ideological terms, where they perceive various parties on a conservative-progressive dimension, and to what extent ideology affects their vote choice. Results of new surveys are also presented to shed light on distinctions between different ideological labels and profiles of radical right supporters. Much of the scholarly work surrounding new approaches to environmental governance tends to overlook the role of sub-national governments, but this study examines the potential of sub-national participation to make policy choices which are congruent with global strategies and national mandates. This book investigates the emerging actors and new channels of Japan’s environmental governance which has been taking shape within an increasingly globalized international system. By analysing this important new phenomenon, it sheds light on the changing nature of Japan’s environmental policy and politics, and shows how the links between global strategies, national mandates and local action serve as an influential factor in Japan’s changing structures of environmental governance. Further, it demonstrates that decision-making competencies are shared between actors operating at different levels and in new spheres of authority, resulting from collaboration between state and non-state actors. It highlights a number of the problems, challenges, and critiques of the actors in environmental governance, as well as raising new empirical and theoretical puzzles for the future study of governance over environmental and global issues. Finally, it concludes that changes in the tiers and new spheres of authority are leading the nation towards an environmentally stable future positioned within socio-economic and political constraints. Demonstrating that bridging policy gaps between local action, national policy and global strategies is potentially a way of reinventing environmental policy, this book will be of interest to students and scholars of Environmental Studies, Environmental Politics and Japanese Politics.

Book excerpt: In Japan's Nuclear Disaster and the Politics of Safety Governance, Florentine Koppenborg argues that the regulatory reforms taken up in the wake of the Fukushima disaster on March 11, 2011, directly and indirectly raised the costs of nuclear power in Japan. The Nuclear Regulation Authority resisted capture by the nuclear industry and fundamentally altered the environment for nuclear policy implementation. Independent safety regulation changed state-business relations in the nuclear power domain from regulatory capture to top-down safety regulation, which raised technical safety costs for electric utilities. Furthermore, the safety agency's extended emergency preparedness regulations expanded the allegorical backyard of NIMBY demonstrations. Antinuclear protests, mainly lawsuits challenging restarts, incurred additional social acceptance costs. Increasing costs undermined pronuclear actors' ability to implement nuclear power policy and caused a rift inside the "nuclear village." Small nuclear safety administration reforms were, in fact, game changers for nuclear power politics in Japan. Koppenborg's findings contribute to the vibrant conversations about the rise of independent regulatory agencies, crisis as a mechanism for change, and the role of nuclear power amid global interest in decarbonizing our energy supply.
