Book excerpt: The Strategic Planning and Deployment Excellence System (SPADES) provides a path to long-term success in the environment of rapidly changing technology and business systems. It combines the best of Hoshin Kanri, Quality Function Deployment (QFD), and other proven management and leadership tools and techniques. This book presents a set of tools and techniques for developing and deploying a long-term plan for achieving sustained success. These concepts ensure graphically tracing the strategic planning process from the foundation of organizational principles to the enterprise vision and to the organization’s long-term goals. The Scientific Method is the foundation upon which the tools and techniques of SPADES are applied. The Scientific Method begins with an observation of a phenomenon which leads to development of a hypothesis to explain the phenomenon. The hypothesis is then tested and, based on the analysis of the results, then accepted or adjusted as necessary. The testing may then be repeated to verify conclusions. The Deming-Shewhart Cycle of plan-do-check-act (PDCA) is the application of the Scientific Method for control and continual improvement of processes and products. SPADES is the integrated evolution of the PDCA Cycle and QFD to answer the challenges of how to stay competitive, year after year, in a dynamic environment of rapidly changing customer requirements and technology.

Book excerpt: Ocean research offers countless benefits, from improving fisheries management to discovering new drugs to enabling early detection of tsunamis and hurricanes. At the request of the Joint Subcommittee on Ocean Science and Technology (JSOST), the National Research Council convened a committee to review the draft and final versions of the Ocean Research Priorities Plan and Implementation Strategy described in Charting the Course for Ocean Science in the United States: Research Priorities for the Next Decade, which represents the first coordinated national ocean research planning effort involving all federal agencies that support ocean science. The plan presents an ambitious vision for ocean research that will be of great benefit to the ocean sciences community and the nation. This book contains both sets of findings (i.e., the committee's review of the JSOST's draft plan [A Review of the Draft Ocean Research Priorities Plan: Charting the Course for Ocean Science in the United States] and the review of the final plan). This book recommends that JSOST employ a variety of outreach mechanisms to continue to engage nonfederal partners in ocean research planning efforts, such as establishing external committees to provide scientific and technical advice and to review progress on implementation of the research plan.

Book excerpt: Foundations of Homeland Security and Emergency Management Complete guide to understanding homeland security law The newly revised and updated Third Edition of Foundations of Homeland Security and Emergency Management enables readers to develop a conceptual understanding of the legal foundations of homeland security and emergency management (HSEM) by presenting the primary source law and policy documents we have established to address “all hazards,” both terrorism and natural disasters. The book demonstrates that HSEM involves many specialties and that it must be viewed expansively and in the long-term. It highlights only those portions of the various documents and statutes necessary to provide the reader an understanding of what the law is designed to accomplish. Foundations of Homeland Security and Emergency Management includes information on: WMD, now expanded to include Pandemic Laws Political extremism, domestic threats, Posse Comitatus Act, and Insurrection Act Space Law, comparative Drone Law with Japan, HSEM in Puerto Rico Homeland Security Legal Architecture before 9/11 Ethical, Legal, and Social Issues in Homeland Security Critical Infrastructure Protection, Resiliency, and Culture of Preparedness With its accessible format, plethora of primary source documentation, and comprehensive coverage of the subject, this book is an essential resource for professionals and advanced students in law enforcement, national and homeland security, emergency management, intelligence, and critical infrastructure protection.

Book excerpt: This paper sets out Management’s response to the Independent Evaluation Office’s (IEO) report entitled Behind the Scenes with Data at the IMF: An IEO Evaluation. The implementation plan proposes specific actions to address the recommendations of the IEO that were endorsed by the Board in its March 17, 2016 discussion of the IEO’s report, namely: (i) develop a long-term strategy for data and statistics at the Fund; (ii) define and prioritize the Fund’s data needs and support data provision by member countries accordingly; (iii) reconsider the role and mandate of the Statistics Department; (iv) reexamine the staff’s structure of incentives in the area of data management; (v) make clear the limits of IMF responsibility regarding the quality of disseminated data, and clarify the distinction between “IMF data” and “official data.” The implementation of some of these proposed actions is already underway. The paper also explains how implementation will be monitored.

Book excerpt: Since Operation Desert Shield/Desert Storm, Gulf War veterans have expressed concerns about health effects that could be associated with their deployment and service during the war. Although similar concerns were raised after other military operations, the Gulf War deployment focused national attention on the potential, but uncertain, relationship between the presence of chemical and biological (CB) agents and other harmful agents in theater and health symptoms reported by military personnel. Strategies to Protect the Health of Deployed U.S. Forces which is one of the four two-year studies, examines the detection and tracking of exposures of deployed personnel to multiple harmful agents.
