Book excerpt: The composition of Italian household wealth has undergone significant changes in the last decade, partly reflecting the growth of public debt and monetary policies aimed at encouraging its absorption by the household sector. Within a theoretical framework consistent with the “money in the utility function” approach, this paper investigates household preferences for liquidity services provided by short-term financial assets. In the attempt to explain the factors underlying those changes, the empirical analysis provides information on the pattern of substitution for the main components of financial wealth and permits analysis of a variety of government interventions in asset markets.

This paper analyses home affordability for households, considering both the rent and the property markets. In particular, it looks at the trends in house prices, rents, household income, cost of loans and other elements affecting the demand for housing (such as population growth). The paper also assesses how widespread home difficulties are among the population, considering the physical and financial aspects, both actual and potential. The role of public housing in helping to the problems is also discussed. Despite the wide diffusion of home ownership, home-related distress affects 20 per cent of Italian households.

The analysis indicates that aggregate data mask considerable disparities in labor market outcomes across regions and demographic groups. The evolutions of sectoral wage and employment structures also point to some dimensions of labor market rigidities. A micro data set with individual data is then used to highlight key structural problems that affect labor supply and demand. The implications of these different strands of empirical analysis for the formulation and effective implementation of labor market policy are then discussed.
