Book excerpt: For the 20,000 youth that exit the foster care system each year in the United States, educational achievement is difficult to attain as they navigate the transition into adulthood with limited supports and resources (U.S. Department of Health and Human Services, 2021). These youth are three times more likely to drop out of high school than their counterparts. Only 50% graduate from high school, and only 3% obtain a college degree (Courtney et al., 2011). Current efforts to support this population primarily focus on individual, relational, and economic factors with less consideration for the impact of community characteristics on educational outcomes. This study utilized Catalano and Hawkins' (1996) Social Development Model as a theoretical framework for an examination of the county-level percentage of youth who demonstrated educational achievement at the age of 18 and ten county-level risk and protective factors. Secondary data for a sample of counties within Florida (n = 57, 55, 55, 52, & 55) were gathered from multiple government sources from the years 2018 to 2022 respectively, and then merged and linked at the county level, allowing for separate analysis before, during, and after the COVID-19 pandemic for each year. Sample sizes varied across years and ranged from 52 to 57. Four linear regression models were tested for each year in the sample except for 2021 as no factors were found to have a significant association with educational achievement in 2021 at the bivariate level. Results varied by year with county-level poverty having a significant positive association at the bivariate level with educational achievement in the years 2018, 2019, and 2022 and significantly predicted educational achievement in 2019 in a linear regression model. High school dropout rates also had a significant positive correlation with educational achievement in the years 2018 and 2022 and unemployment rates had a significant positive correlation with achievement in 2018. Participation in organized sports and school band had significant negative associations with educational achievement in the years 2018, 2020, and 2022 at the bivariate level and regression models revealed participation in organized sports and school band significantly predicted educational achievement in 2018 and 2020 respectively. Given that the effects had an unexpected direction, findings from this study do not support the use of SDM in understanding county-level educational outcomes for youth exiting foster care. However, results point to the need to test alternative frameworks, such as those that suggest limited economic opportunities as drivers of educational enrollment and other frameworks that emphasize the negative effects that a lack of social capital can have on youth in environments where participation in extracurricular activities is valued. The combination of this county-level study and past studies from the individual level point to a need for future exploration through multi-level modeling, which could disentangle individual effects of risk and protective factors from contextual effects of the community.

Unfortunately, many youth in foster care experience a variety of challenges that prevent them from completing high school, entering and/or completing post-secondary education, and leading successful independent lives. This phenomenological study explored the essence of the lived experiences of youth who have aged out of foster care and have succeeded academically. The phenomenological approach allows the voices of the youth who have aged out of foster care to be heard. This study followed three streams: lived experiences, social support, and transitional support collaboratively leading youth who have aged out of foster care to academic success. In an effort to understand the experience through the eyes of those most directly affected and represented by the foster care system, phenomenology, a philosophical method that studies the pure science of a phenomenon, was the chosen methodology. Allowing youth who have aged out of foster care the opportunity to share their experiences as they recall them offers a pure account of their experiences as they happened without any bias or prejudice displayed. Primary findings of this research were that those who spend time within the foster care system are a part of a stand-alone community governed by its own set of rules, standards, and values; relationships with others played a vital role in their academic success; internal and external motivators were necessary for completing high school and moving forward with post-secondary education, and the realization that it takes a village to raise a child, shows the value in the communal effort for taking special care of this population of youth. As a result of these findings, recommendations were made. There are recommendations for social services and lawmakers to level the playing field so that all youth in foster care will have access to the same standard of care; provide and market more realistic support from post-secondary programs and schools; standardize group home academic programs, and increase in-home visits to ensure that every child's basic needs are met within the foster care system.

The typical strategy in examining the effect foster care has on educational outcomes is to compare the educational achievement of youth with foster care experience to that of their peers or to national norms. This strategy fails to take selection bias into account and thus findings based on this research can be misleading. Many studies also fail to provide information regarding how the experience of foster care may have contributed to low educational achievement. The study presented here used educational and child welfare data to assess the effect foster care has on educational outcomes. Four test-year cohorts of youth in North Carolina who took the Algebra I End of Course test in 1999-2002 were used in this study. The use of this data made it possible to apply propensity score matching techniques to systematically construct comparison groups of youth without foster care experience that account for selection bias. Once differences in achievement between foster care youth and non-foster care youth were examined, characteristics of the foster care experience that may contribute to low educational outcomes were assessed. Findings from this study suggest that youth with foster care experience score lower on the test and are less likely to pass than youth without foster care experience. This study also suggests that characteristics and variations based on the foster care experience such as race, reason for placement, age at entry, length of time in foster care, and number of foster care placement settings, are related to low educational achievement.

Most current state policies require youth to leave foster care between ages 18 to 21, leading to considerably more compressed transition periods than what is typically found among the general population. Though not true of all youth who age out of care, low levels of educational attainment, great economic and housing instability, and generally poor adjustment is well documented among former foster youth in adulthood. In response, legislative efforts have targeted the needs of older youth in foster care for over three decades, primarily focused on teaching youth practical skills for independent living. However, the efficacy of existing independent living skills programs is unclear, resulting in a lack of clarity regarding "what works" in supporting youth during their transition to adulthood. "Soft" resources and skills, such as adult identity and level of personal agency, are also often missing from living skills programs and may be just as important in facilitating stable transitions and nurturing readiness to take on the challenges of adulthood. This study investigated transitions to adulthood among youth who aged out of foster care in California. The study sought to move beyond previous research by exploring the utility of a theoretical framework, Côté's identity capital model, for explaining differential pathways to adulthood among youth aging out of care. The first study question examined housing pathways taken by youth after aging out of care, following commonly used models in demographic analyses of pathways in transitions to adulthood. The three remaining research questions focused more specifically on the identity capital model, and explored constructs of adult identity and agency in relation to youth functioning after exiting the foster care system. Similar to patterns found among youth in the general population, more than a few youth in the study sample relied on supportive relatives or non-related adults for housing during their transition to adulthood. Many youth in the sample also lived in their own place, and in fact, this was the most common housing status observed among the study sample, by far. Furthermore, very few youth left and returned to a relative home or transitional housing, suggesting youth accessed these housing safety nets on a limited basis. Cronbach's alpha estimates and confirmatory factor analyses (CFA) indicated that previously validated scales used to measure adult identity and agency had low reliability and validity in use with the current study sample. Similarly, CFA goodness-of-fit tests indicated a poor fit of model constructs and indicators to data of the current study sample.

Data from approximately 68 social workers currently working at the Lancaster and Palmdale DCFS offices helped establish a baseline of where social workers currently are in providing educational services to foster youth and helped identify areas of improvement. The results indicated that social workers are implanting best practices (identified by research) "sometimes". While social workers feel confident while working with foster youth and their educational needs, they over all, still feel they can benefit from more training and understanding of the education system. Implications of the research suggest that social workers would benefit from further training to help social worker gain a better understanding of the education system in order to effectively encourage foster youth educational achievement and transition to post-secondary education.

Approximately 50% of foster children do not obtain a high school diploma or a general equivalency diploma (GED). Only about 20% of former foster children enroll in college, compared to 60% of youth not in foster care. The purpose of this study was to explore, describe and explain the perceptions of college students who had lived in foster care regarding the external and internal influences that impacted their academic achievement and attainment. Interviews with a purposefully selected sample of 24 Florida college students were conducted; transcripts were coded and analyzed thematically. Findings included that participants experienced a particular set of external and internal influences at school, in foster care settings, and in the community. External influences include interactions with (a) multiple non-relative guardians and case workers, (b) relatives, especially siblings, (c) mentors, (d) teachers and school administrators, and (e) school counselors. Internal influences include the barriers of anger and bad behavior and a newly identified set of internal characteristics, called success strengths by the researcher, that promote academic achievement and college attainment. Implications are as follows: (a) Future theory on academic achievement concerning foster youth should reflect the importance of the affective aspect of school interactions. (b) Policy should mandate awareness training for educators, social workers, and other adults who work with former foster youth to increase professionals' awareness of the barriers, supports and success strengths that impact the academic lives of children and youth in foster care. (c) Adult educators and human resource development professionals should develop and implement appropriate new education and training materials and interventions. Future research may include a similar interview with former foster youth who graduated from college and with foster youth who leave school before graduating. Finally, a study with a nationally representative sample of college enrolled former foster children should be conducted to determine the relative importance of the barriers, supports and success strengths identified in this study.

The purpose of this phenomenological qualitative study was to explore the educational experience of students in foster care through the perspective and expectations of multiple stakeholders and to investigate the role that stakeholders play in the educational achievement of foster children. This qualitative study gained insight into the perspective that stakeholders have of the educational experience of foster children. In addition, this study investigated the expectations that stakeholders have of the educational achievement of foster children. Adult stakeholders0́4including foster parents, caseworkers, and school officials0́4are important for children in foster care as they serve as advocates and as a source of consistent educational support. The participants in the study included three certified foster parents, three caseworkers and four school officials who have all had contact with school-age foster children. Through the use of open-ended interview questions, the researcher gained insight into the perspective that stakeholders have of the educational experiences of foster children in their care, as well as the expectations they have for the academic achievement of the foster child. The study identified seven themes0́4including trauma, relationships, impactful people, established habits, communication, realistic expectations, and motivation0́4that stakeholders believe contribute to the academic successes and failures of children in foster care. The theoretical framework selected to better understand the stakeholders' perceptions and expectations of the achievement of foster children, and their role in impacting foster children's educational experiences, was Bronfenbrenner's Ecological Model (1979). Limitations, recommendations for future studies, and implications for practice were also discussed.

Book excerpt: For many maltreated youth between the ages of eight and fourteen, challenges associated with the family environment and entry into foster care placement compromises their ability to function and learn. Though prior research indicates that the educational attainment of foster youth is poor, negative performance is reported as though it is a unitary phenomenon among foster students, overlooking population heterogeneity. While collectively foster youth may have increased risk due to maltreatment and removal from home, correlates including educational risks prior to entry, child welfare case characteristics, and residential and school changes may be associated with differences in foster youth academic performance trajectories. Performance levels on the California Standards Test in English language arts and math are followed longitudinally for four years for first-time entries to foster care from two California counties between school years 2003 and 2006. In addition to an all foster youth sample, foster youth are matched closely to students in the general population by Propensity Score Matching on key educational risks and performance level the year prior to foster care entry. Covariates include achievement gap variables such as ethnicity, disability, and English language learner status in addition to six child welfare case characteristics and five time sensitive residential and school change factors. Group-based analysis and multinomial logistic regression are used to determine the number and type of distinct academic performance trajectories and to examine whether group membership is associated with out of home placement, education risk factors, and child welfare case characteristics. As variance within academic performance is indicated by six distinct English language arts and five math academic performance trajectories, findings support the current research approach to explore heterogeneity with educationally vulnerable populations. Analyses indicate that foster youth and comparison student academic performance trajectories in English and math are similar which suggests that educational vulnerability for foster youth is related to characteristics that exist prior to placement in out of home care. These findings are echoed in the foster youth sample, where pre-placement educational risks are more salient predictors of negative trajectories than experiences associated with foster care placement. For some foster youth, residential and school changes lead to decreased adjustment and academic performance. In particular, poor English academic trajectories are associated with same year normative school transitions and entrance into foster care. Overall, lower performing trajectory groups are defined by an increased number of education risks present at entry and residential and school changes in the first year of placement. Group-based analysis can be an important statistical method for both child welfare and education personnel. Youth entering out of home placement or those identified as at-risk are not homogenous groups. Rather, there are meaningful subgroups within these populations that follow distinctive educational trajectories. By identifying clusters or groups of student trajectories, profiles of characteristics within and among groups can aid in uncovering educational strengths and challenges and lead to policies and practices which support improved academic trajectories for vulnerable youth.

Though it is widely believed that positive relationships with faculty, staff and peers is beneficial for this group, further inquiry into the former foster youth's experience of relationships within the context of education could help to better facilitate improvements for this vulnerable population. The purpose of this study was to examine the perceived effect of relationships on former foster youth's post-secondary educational expectations. Seven community college students who were in foster care for at least two years and were enrolled in courses for credit at the community college were interviewed. The data was coded thematically and the interview was modified based on the emerging themes expressed in the interviews. From this analysis three themes emerged: (a) influential relationships are based on sense of connection; (b) compulsion to perform academic tasks was later identified as supportive to educational success; (c) relationships with those with academic knowledge were seen as beneficial. The major findings of this study were established through the framework of social learning theory and the existing literature relating to the topic. Three insights emerged from analysis of the interview transcripts: (a) Compulsion benefited former foster youth after enrolling in college when it provided a structure that was seen as achievable, provided the opportunity for connection with other students with similar background and experiences, and facilitated the navigation of bureaucratic systems; (b) influential relationships with former foster youth often began with the concurrence of the former foster youth being in a position of receptivity to the kindness of the partner in the relationship, and the partner in the relationship's recognition of need and willingness to commit above and beyond what would be called for by their position or connection to the former foster youth; (c) due to often difficult experiences, former foster youth had difficulty investing in others and receiving help from others, even those with the best of intentions, and this provided an opportunity for those who interacted with them to provide evidence contrary to their low expectations.

Many have been abused, neglected, or abandoned, and they face a challenging journey of uncertainty, often not knowing where they will live next, where they will go to school, or whether they will have contact with friends and relatives. Child welfare professionals work diligently to support children in foster care but typically have no access to information about what happens during a large part of these children's lives--school. Similarly, educators often have no information about a student's foster care status. The lack of data makes it difficult, if not impossible, for adults to fully understand and support the academic needs of students in foster care. For the last few years, The Center for the Future of Teaching and Learning at WestEd has been working toward bridging this data divide in California, the state with the largest number of children and youth in foster care. Through funding from the Stuart Foundation, WestEd staff and a number of partners brokered a first-ever data-sharing agreement between the California Department of Social Services (CDSS) and the California Department of Education (CDE) as a critical step toward better understanding and serving the academic needs of youth in foster care. The initiative resulted in the report, "The Invisible Achievement Gap: Education Outcomes of Students in Foster Care in California's Public Schools"--a first-of-its-kind analysis linking statewide data from the child welfare and education systems, giving a fuller picture than ever before available of all K-12 students in the state's foster care system. This article discusses the data revealed in the initiative's report, which showed that students in foster care are a unique, at-risk group in desperate need of the kind of targeted support often provided to other at-risk subgroups.
