In the case of paying taxes for causing traffic jams, the following fact is very concerning: in the UK, poor people do not have their own cars, they walk, cycle or take the bus. The total fuel purchases of the richest 10% are at least 30 times the same amount of the poorest 10%. The conclusion here is that paying for congestion not only improves efficiency but also redistributes wealth by raising taxes on the better-off. This is good news for those who favor externality taxes in the UK, but it appears to have no effect in the US, where the poor still drive a lot and therefore have to pay a large amount. large taxes as a percentage of their income. However, you do not need to object strongly, because this tax was not created to redistribute too much wealth from the rich to the poor. In the case of roads, the government can eliminate the vehicle tax because it is a high upfront tax, while it will start to impose a congestion tax every time people travel back and forth. This would help capture the efficiency benefits of paying for congestion without much impact on distribution. It is possible to neutralize much of the redistribution caused by external taxes while retaining the efficiency-increasing effects. This is a variation on Tiger Woods' lump sum tax outlined in Chapter 3: we can use lump sum taxes to redistribute without losing efficiency. "

Book excerpt: With over one million copies sold, The Undercover Economist has been hailed worldwide as a fantastic guide to the fundamental principles of economics. An economist's version of The Way Things Work, this engaging volume is part Economics 101 and part exposé of the economic principles lurking behind daily events, explaining everything from traffic jams to high coffee prices. New to this edition: This revised edition, newly updated to consider the banking crisis and economic turbulence of the last four years, is essential for anyone who has wondered why the gap between rich and poor nations is so great, or why they can't seem to find a decent second-hand car, or how to outwit Starbucks. Senior columnist for the Financial Times Tim Harford brings his experience and insight as he ranges from Africa, Asia, Europe, and the United States to reveal how supermarkets, airlines, and coffee chains--to name just a few--are vacuuming money from our wallets. Harford punctures the myths surrounding some of today's biggest controversies, including the high cost of health-care; he reveals why certain environmental laws can put a smile on a landlord's face; and he explains why some industries can have high profits for innocent reasons, while in other industries something sinister is going on. Covering an array of economic concepts including scarce resources, market power, efficiency, price gouging, market failure, inside information, and game theory, Harford sheds light on how these forces shape our day-to-day lives, often without our knowing it. Showing us the world through the eyes of an economist, Tim Harford reveals that everyday events are intricate games of negotiations, contests of strength, and battles of wits. Written with a light touch and sly wit, The Undercover Economist turns "the dismal science" into a true delight.

Available in PDF, EPUB and Kindle. Book excerpt: DIVThe traditional theory of urban finance argues against local redistribution of wealth on the assumption that such action is likely to chase away the relatively wealthy, leaving only the impoverished behind. Nevertheless, Clayton P. Gillette observes, local governments engage in substantial redistribution, both to the wealthy and to the poor. In this thoughtful book, Gillette examines whether recent campaigns to enact "living wage" ordinances and other local redistributive programs represent gaps in the traditional theory or political opportunism. He then investigates the role of the courts in distinguishing between these explanations. The author argues that courts have greater capacity to review local programs than is typically assumed. He concludes that when a single interest group dominates the political process, judicial intervention to determine a program's legal validity may be appropriate. But if the political contest involves competing groups, courts should defer to local political judgments. /div

Part of the Outstanding Dissertations in Linguistics series, this is an in-depth investigation of the effects of duration and sonority on contour tone distribution. The term “tone language” usually refers to languages in which the pitch of a syllable serves lexical or grammatical functions. In some tone languages, the contrastive functions of pitch are sometimes played by pitch changes within a syllable. Pitch changes of this kind are called contour tones. The distribution of contour tones in a language, are when under what phonological contexts contour tones are more readily realized.

Most of the articles reprinted in this collection were based on material developed for the author’s students in order to assist them in understanding the theories of Michal Kalecki, John Maynard Keynes and Joan Robinson. Each article is self-contained, but together the articles provide an introduction to the important contributions of these three economists that also makes clear the interrelations between their theories. The treatment of their theories in these articles is sympathetic, but not uncritical.
