Available in PDF, EPUB and Kindle. Book excerpt: The Encyclopedia provides a detailed and comprehensive account of the subject known as public choice. However, the title would not convey suf- ciently the breadth of the Encyclopedia’s contents which can be summarized better as the fruitful interchange of economics, political science and moral philosophy on the basis of an image of man as a purposive and responsible actor who pursues his own objectives as efficiently as possible. This fruitful interchange between the fields outlined above existed during the late eighteenth century during the brief period of the Scottish Enlightenment when such great scholars as David Hume, Adam Ferguson and Adam Smith contributed to all these fields, and more. However, as intell- tual specialization gradually replaced broad-based scholarship from the m- nineteenth century onwards, it became increasingly rare to find a scholar making major contributions to more than one. Once Alfred Marshall defined economics in neoclassical terms, as a n- row positive discipline, the link between economics, political science and moral philosophy was all but severed and economists redefined their role into that of ‘the humble dentist’ providing technical economic information as inputs to improve the performance of impartial, benevolent and omniscient governments in their attempts to promote the public interest. This indeed was the dominant view within an economics profession that had become besotted by the economics of John Maynard Keynes and Paul Samuelson immediately following the end of the Second World War.

The book pays particular attention to, among others, the introduction of the EURO, the reform of voting from proportional to majoritarian rule, and the switch from a highly centralized government to a federal organization.

Book excerpt: In this book, legal scholars from the EU Member States (with the addition of the UK) analyse the development of the EU Member States' attitudes to economic, fiscal, and monetary integration since the Treaty of Maastricht. The Eurozone crisis corroborated the warnings of economists that weak economic policy coordination and loose fiscal oversight would be insufficient to stabilise the monetary union. The country studies in this book investigate the legal, and in particular the constitutional, pre-conditions for deeper fiscal and monetary integration that influenced the past and might impact on the future positions in the (now) 27 EU Member States. The individual country studies address the following issues: - Main characteristics of the national constitutional system, and constitutional culture; - Constitutional foundations of Economic and Monetary Union (EMU) membership and related instruments; - Constitutional obstacles to EMU integration; - Constitutional rules and/or practice on implementing EMU-related law; and - The resulting relationship between EMU-related law and national law Offering a comprehensive and detailed assessment of the legal and constitutional developments concerning the Economic and Monetary Union since the Treaty of Maastricht, this book provides not only a study of legal EMU-related measures and reforms at the EU level, but most importantly sheds light on their perception in the EU Member States.

Available in PDF, EPUB and Kindle. Book excerpt: The idea of legal competition as a decentralized market process of law provision in which legal clubs compete, has earned an indisputable legitimacy among economists. This book presents a debate concerning the merits of and conditions for a competitive provision of law, with a special focus on institutions in Europe. The authors analyse three major aspects of the competitive provision of legal rules. First, the conditions under which citizens and firms arbitrate between the different legal orders are investigated. The book then goes on to analyse the supply aspect of the legal market and the consequences of the competitive pressures on the behaviour of the lawmakers. Finally, the conditions under which the State may efficiently control the process of law provision are discussed and justifications to its intervention are presented. A comprehensive study encompassing both private and public law, and applied and theoretical issues, this book will provide lively discussion and up-to-date research for students of law and economics, and an authoritative source of information for practitioners in the field of legal competition - in particular those specializing in European issues.

Available in PDF, EPUB and Kindle. Book excerpt: This book assesses Italian budgetary policy over the last thirty years. Covering more than three decades of political change and national transformation, it considers the institutional and external factors that have shaped long-term budgetary changes. The book analyses the levels of expenditure allocation across varying budget categories, and compares the budget bill and budget law in order to shed new light on the specific dynamics that have influenced budgetary decision-making processes. Overall, the book provides important conclusions on the role of the budget as a governmental policy instrument, the consequences of multilevel governance over national budgetary policy, and the impact of national and international crises on budgetary changes. With Italy being one of the most important parliamentary democracies in Europe and a key actor within the European Union, these conclusions have important repercussions for other European parliamentary democracies. The book will appeal to scholars and students of European public policy, public administration and economic governance.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents the results of extensive international comparative research into the effects of the economic and financial crisis on democratic institutions and social cohesion policies. The collected studies describe and analyse the measures (often referred to as "reforms") adopted to counter the crisis and the effects of these measures. It investigates three areas: the impact on the functioning of institutions, with respect to the relationship between representative institutions and governments, and the organisational structure of administrations at national and local levels; the impact that the austerity policies on public spending have on social rights; and the impact on traditional instruments of public action (administrative simplification, public services delivering, the use of common assets). The general findings highlight the effect of reducing the administrative and government capacity of the democratic institutions: the public sector, rather than being innovative and made more effective, declines, offering increasingly poor public services and making bad decisions, fuelling substantive or formal privatisation solutions, which in turn cause further weakening.
