Die Anzahl ausländischer Schüler ist kontinuierlich gestiegen, außer in den Stagnationsphasen 1982-85 und 1997-99 und lag im Schuljahr 2000/2001 im Westen bei einem Anteil von 11,25 % (Diefenbach (2004: 227)). Auch zukünftig wird die Bundesrepublik auf gezielte Zuwanderung angewiesen sein, aufgrund der demographischen Altersentwicklung und dem Bedarf an Hochqualifizierten. Zudem steht der Zusammenhang von Bildung und zukünftigen Lebenschancen, (Re-)Produktion sozialer Ungleichheit und Lebenssituation fest. Wichtig ist daher für alle in der Bundesrepublik lebenden Menschen, dass sie auf das weitere Leben und den immer anspruchsvoller werdenden Arbeitsmarkt vorbereitet sind. Im Zuge der Bildungsexpansion gab es zwar einen Zuwachs an Bildungschancen in allen Sozialschichten, jedoch ist dadurch kein Abbau von sozialer Ungleichheit eingetreten. Neben Kindern aus den sozialen Unterschichten sind besonders Migranten von der Ungleichheit betroffen. In einem ersten Schritt werden daher zunächst deskriptive Befunde des SOEP die Bildungssituation der Migrantenkinder veranschaulichen. Dabei sollen speziell die Unterschiede innerhalb der verschiedenen Migrantengruppen deutlich werden. Diese Analyse wird eindeutig ausfallen, im Gegensatz zur Klärung der ursächlichen Faktoren, die in der Forschung diskutiert werden. Das liegt daran, dass die empirische Erforschung der Determinanten noch in ihren Anfängen steckt und erste Arbeiten erst ab den Achtziger und Neunziger Jahren statt gefunden haben. Diefenbach (2004: 225) führt das nicht unbegründet auf die Zuwanderungspolitik der Bundesrepublik zurück. In den Sechziger Jahren war die Beschulung von ausländischen Kindern ein randständiges Thema, eine allgemeine Schulpflicht gab es nicht. Bildungsbeteiligung von Migrantenkindern wurde erstmals in den Siebziger Jahren im Rahmen einer Integrationspolitik diskutiert. Dabei ging es um den Versuch einer bildungspolitischen Integration bei gleichzeitigem Beibehalt der kulturellen Identität der Migranten. Schulversagen wurde in der Diskussion der Siebziger und Achtziger Jahre als Ergebnis eines Akkulturationsprozesses interpretiert. Ausländerpädagogische Maßnahmen der Achtziger und Neunziger Jahre zielten daher auf die Beseitigung der kulturell bedingten Defizite.

Dennoch ist es auffällig, dass die Strukturen des deutschen Bildungssystems nicht dazu beitragen, dass allen Schülern und Schülerinnen die gleichen Voraussetzungen zur Partizipation an ein Leben während und weiter nach der Schulzeit ermöglicht werden. Damit können jedoch nicht die unterschiedlichen Ausbildungsgrade von Hauptschulabschluss bis hin zur allgemeinen Hochschulreife verstanden werden. Vielmehr scheint es darüber hinaus regelrechte ‚Bildungsverlierer‘ zu geben, für die eine Integration in die Gesellschaft mit erhöhten Schwierigkeiten verbunden ist und zum Teil aussichtslos erscheint. Hervorzuheben ist hierbei die Gruppe der in Deutschland lebenden türkischen MigrantInnen. Selbst die Folgegenerationen, die bereits in zweiter oder dritter Generation nach der Einwanderung ihrer Vorfahren ab den 1950er Jahren in Deutschland leben, sind von einer Bildungsbenachteiligung in einem erhöhten Maße betroffen.

Or does racial discrimination still permeate the labor market, resulting in the systematic under hiring and underpaying of racial minorities, regardless of merit? Throughout the 1980s and early 1990s African Americans have lost ground to whites in the labor market, but this widening racial inequality is most often attributed to economic restructuring, not the racial attitudes of employers. It is argued that the educational gap between blacks and whites, though narrowing, carries greater penalties now that we are living in an era of global trade and technological change that favors highly educated workers and displaces the low-skilled. Stories Employers Tell demonstrates that this conventional wisdom is incomplete. Racial discrimination is still a fundamental part of the explanation of labor market disadvantage. Drawing upon a wide-ranging survey of employers in Atlanta, Boston, Detroit, and Los Angeles, Moss and Tilly investigate the types of jobs employers offer, the skills required, and the recruitment, screening and hiring procedures used to fill them. The authors then follow up in greater depth on selected employers to explore the attitudes, motivations, and rationale underlying their hiring decisions, as well as decisions about where to locate a business. Moss and Tilly show how an employer's perception of the merit or suitability of a candidate is often colored by racial stereotypes and culture-bound expectations. The rising demand for soft skills, such as communication skills and people skills, opens the door to discrimination that is rarely overt, or even conscious, but is nonetheless damaging to the prospects of minority candidates and particularly difficult to police. Some employers expressed a concern to race-match employees with the customers they are likely to be dealing with. As more jobs require direct interaction with the public, race has become increasingly important in determining labor market fortunes. Frequently, employers also take into account the racial make-up of neighborhoods when deciding where to locate their businesses. Ultimately, it is the hiring decisions of employers that determine whether today's labor market reflects merit or prejudice. The very policies meant to persuade majority and minority that they are part of the same society strengthened their view that they belong to different societies.
