Book excerpt: The consensus among policy-makers in the developing world and aid agencies is that a lack of capacity is constraining the development of irrigated agriculture. Although this concern is not new, it is now receiving much attention in the irrigation and drainage world, where it is becoming an issue in its own right rather than being embedded in infrastructure investment projects. In order to address this issue FAO Land and Water Development Division (AGL) organized a one-day workshop , which brought together a range of case studies from different parts of the world in order to demonstrate that capacity development should be central focus of future strategies on irrigation and drainage. This publication contains a synthesis of the workshop as well as three keynote papers prepared for the workshop based on the available literature and experiences. The complete workshop materials, which include several country papers and complementary documents, are included on a CD-ROM that accompanies this document

Available in PDF, EPUB and Kindle. Book excerpt: This document is meant to present a framework for analyzing the institutions related to water management in a river basin context. The design of the five-country regional study undertaken by IWMI on “Development of Effective Water Management Institutions” provided a new methodology and a framework for river basin studies. It consists of four key components of diagnostic investigations related to water resources management in a river basin, which are interrelated. These key components are the physical system, water accounting, socioeconomic situation and performance. This study design is given in the Study’s Inception Report of 15 June 1999, and the Methodological Guidelines of 1 October 1999. This document takes one step further, and provides a conceptual framework for analyzing the institutional framework for water resources management in a river basin. The major thrust of this framework for institutional analysis is that the four key areas of diagnostic studies in a river basin are shown to be closely linked to the institutional frame work for integrated water resources management in the context of a river basin.

Book excerpt: Of all the confrontations man has engineered with nature, irrigation systems have had the most widespread and far-reaching impact on the natural environment. Over a quarter of a billion hectares of the planet are irrigated and entire countries depend on irrigation for their survival and existence. Considering the importance of irrigation schemes, it is unfortunate that until recently the technology and principles of design applied to their construction has hardly changed in 4,000 years. Modern thinking on irrigation engineering has benefited from a cross-fertilization of ideas from many other fields including social sciences, control theory, political economics and agriculture. However, these influences have been largely ignored by irrigation engineers.Drawing on almost 40 years of experience of irrigation in the developing world, Laycock introduces new ideas on the design of irrigation systems and combines important issues from the disciplines of social conflict, management, and political thinking.

Book excerpt: Agriculture is one of the few industries that has been creating resources conti- ously from nature. Sustainability of this industry is a crucial issue at now-a-days. Agricultural technologies are important to feed the growing world population. Agricultural engineering has been applying scienti?c principles for the optimal use of natural resources in agricultural production for the bene?t of humankind. The role of agricultural engineering is increasing in the coming days at the forthcoming challenges of producing more food with less water coupled with climate uncertainty. I am happy to know that a book entitled "Fundamentals of Irrigation and On-farm Water Management", written by Engr. Dr. M. H. Ali, is going to be p- lished by Springer. The book is designed to cover the major ?elds of agricultural and environmental engineering such as weather, plant, soil, water, and basics of on-farm water management. The book will be quite useful for the students of agricultural engineering. Students of other related branches of engineering s- ences, and engineers working in the ?eld and at research institutes will also be beni?ted. The book may serve as a text book for the students and as a practical hand-book for the practitioners and researchers in the ?eld of irrigation and on-farm water management. Utilization of the recent literature in the area and citation of relevant journals / reports have added a special value to this book. Considering the topics covered, engineers, scientists, practitioners, and educators will ?nd this book as a valuable resource.

Book excerpt: This volume, number 15 in the Studies in Water Policy and Management Series and joins two other volumes (8 and 10) that collectively summarize a significant part of the post-World War II experience of Western experts and donors with the development and management of irrigation in Third World countries. The evolution of understanding of Third World irrigation issues has been toward a greater appreciation of the potential for augmenting traditional production and water allocation systems with improved institutional arrangements for achieving allocative efficiency and equity. The need for local inputs for planning, system operation, and system maintenance is now widely recognized, as is the need for providing proper motivation for system administrators. The authors of this volume offer improved conceptual frameworks and analytic techniques applied to specific country and regional problems in hopes of edifying future experts and donors.

Book excerpt: Irrigation and Agricultural Development compiles selected papers presented at the International Expert Consultation held in Baghdad, Iraq from February 24 to March 1, 1979. This book addresses the technical, economic, and institutional problems connected with the development and utilization of irrigation water for agricultural production. It discusses the policy framework for investment in irrigation projects; natural equilibriums and irrigated agriculture; and selection of appropriate irrigation methods for semi-arid regions. The studies on crop consumptive use of water in Iraq; world bank experience with irrigation, drainage and land reclamation projects; and salinity problems and land reclamation in the Arab Republic of Egypt are also covered. This publication is recommended for environmentalists, irrigation engineers, and agriculturists concerned with water development, conservation, and management.
